I had another Paypal experience yesterday. I am SO glad I paid with a credit card! This is a heads up of why you should ALWAYS use a credit card to pay a PayPal transaction.
I've been dealing with a PITA seller for over a week now. So many things wrong with the transaction that I've had to keep a running list but instead of boring you with all the details, I just cover the main problem that relates to PayPal.
Seller reversed my original PayPal payment because I paid with a credit card.
After the reversal, she invoices me through other PayPal account. I make the payment and receive my order. I'll spare you the details about the CoCo Puff's box but I knew the minute I saw it that it was not big enough to hold what I had purchased. Sure enough, about half of the items in the listing were there.
After several emails to the seller, it was obvious that she had never intended to ship all the items in the listing and refused to refund my purchase so I filed a PayPal claim. It took the PayPal automaton a whole 2 minutes to deny the claim because my payment "was related to an ebay transaction that was not processed through ebay"! It appears that you lose your eBay Buyer's Protection if the Seller invoices you outside of ebay. Whats with that?
I called PayPal and the nice lady explained why I was not covered by eBay buyer protection. I asked her why I was not covered by PAYPAL buyer protection? It seems that there is no PayPal buyer protection on an eBay transaction. She basically tells me that I am SOL. Very nicely of course.
Since she is such a nice lady, I nicely tell her thats OK, if PayPal doesn't want to give me my money back, I know my credit card company will. Suddenly the nice lady woke up and decided that the claim needed to be reopened for review and to please give PayPal a day or two to communicate with the seller before I call my credit card company.
Gosh, I can hardly wait to talk to that nice lady again...
Moral of the story: ALWAYS use a Credit Card through PayPal!

For example: Extended Buyer Protection with PayPal Credit does not apply when you use your PayPal Credit Card to make a purchase offline. The PayPal Buyer Protection Policy and the Extended Buyer Protection with PayPal Credit do not apply to payments made through PayPal Mobile.
Only registered PayPal members in good standing are eligible for reimbursement. If you purchase an item on eBay Express and you are not a registered PayPal User, you will have to sign up for a PayPal Account in order to seek reimbursement via the process outlined here.
Claims must be for payments for tangible, physical goods that can be shipped, and not all other payments, such as payments for intangibles, for services or for licenses and other access to digital content. For purposes of eBay items, motor vehicles and Live Auctions are not covered.

Thanks Ralphie. I had not read the updates to the user agreement and had no idea that there was such a thing as a PayPal payment for an ebay item that was not covered by Buyer Protection. I just read section 4 . Good stuff to know as a buyer or seller.
The seller claimed the payment went to her personal account even though the listing was supposed to be linked to her premier account but I think she is lying.
It looks like she is doing this on all of her listings. If she is, Paypal said they will be shutting down all of her paypal accounts.
I suspect ebay will NRU her too. The updated eBay/ PayPal acceptance policy states "Sellers who offer PayPal as a payment option in their eBay listings (either via logos or through text in the item description) must accept card funded payments. Sellers must have a Premier or Business PayPal Account or be willing to upgrade from a Personal PayPal Account to a Premier or Business Account upon receipt of a card funded payment."

I guess we need to keep those pesky PayPal Payment Receipt notices too. I did include the ebay item number in the payment instructions but the PayPal Payyment instructions comment is not showing on the transaction history page.

can you accept credit card payment with personal account without upgrading?She said she is using her personal account to send you an invoice and you paid her with a credit card??
One reason any seller would be doing this on all her listings is that she has a debit balance in her account and she does not want any payment to net against it.
So she would use a different paypal account to invoice you but then I dont think we can have more than one premier/business account?

hwahwa, if you accept PayPal for an ebay listing, you can still use your personal account but the first time someone uses a credit card to pay you, you have to upgrade your personal account to a premier account. If you refuse, you violate ebay's TOS and can be NRU if the buyer complains.
Read the ebay tos concerning paypal payments. You can no longer exclude credit card payments through ANY paypal account associated with an ebay listing.
If you instruct your ebay buyer to send a Paypal payment to a paypal account that is different from the account in your listing, you are violiating ebay and paypal tos. The nice paypal lady told me that paypal considers this type of action "seller fraud" because it will null Buyer Protection.
It is best to just use your personal account for buying or sell off-eBay and your Premiere account for selling on ebay.
I think the confusion about personal vs premiere is caused by people misunderstanding the paypal tos. You can accept up to $ 500 or 5 NON-EBAY credit card transactions a month through a personal account.
With those limits, it is hardly worth the time it takes to keep jerking your customer around so you can save a few bucks. Your customer's time (and satisfaction) is more valuable than any paypal fees you may have saved.

Does Paypal charge a fee (transaction and discount fee) then?
I have come across auctions where the seller would say-dont pay at end of auction,wait til I send you an invoice and you will pay by the invoice,I always wonder why?

I thought Paypal has made changes ,personal account is for personal use,if you are going to accept payment for your business,you should open a premier/business account.
