You have to do three things:
First, have proof from ebay of the refund (copy and paste from your statement).
Second, have the Ref ID for the item you are requesting the refund. Go to Your Account here and the ref id is the first number in the row where the ebay item is on your bill.
Third enter this info at this site:
https://secure.vendio.com/my/acct/request_refund.html

Exactly, It use to be easy, just file with a couple clicks then it got complicated, I think they count on people like I was that it was not worth the hassle to get a few cents back.
