why does a buyer ask you to cancel there bids with less than 12 hours when they started bidding at like 3 hours to go. Then he bid on the item twice.
sorry my mind doesn't work like these folks.
What gives with this?

He may have typed in an incorrect amount - $300 instead of $30. European bidders seem to have trouble getting the hang of our decimal point.

Here is the sad part. If you don't cancel the bid, they won't pay anyway. You are better off dumping their bid, then blocking them from re-bidding.

Someone was shocked to find they were the high bidder on one of my listings, at a price much higher than they wanted to pay (they mistakenly added an extra zero to their high bid). They asked me cancel their bid, I did. They went back in and bid just under what they now knew was the top bid by the second bidder. I was worried about getting nailed for collusion - even though I didn't ask them to rebid. It all worked out fine and I got a good price for the postcard.
