This bidder asked me the cost of shipping to his country UK, I told him actual cost was 15.20 for 1lb 9oz and a 5.00 handling/material fee which is for the special record box with inserts that I had to buy.
He responded and said thank you...I can handle that....
When auction ended he paid the cost of shipping for USA not the shipping I told him so I returned his payment and sent him a corrected invoice with cost of shipping that I quoted him before he bid. He paid 5 days later and I shipped next day after his payment.
NOW
This bidder opened a dispute last night, after he paid and the item was shipped. This is what he said in the dispute:
"the postage is to high,i have paid a lot less than this for same from canada ,usa ,the record price
is ok but way to much postage.i can not afford this price for a small item.i can get a lot less from
other sellers.if you give me a strick ,i will respond with high post"
Well I responded telling him he knew how much it would cost why is he making a dispute now, also when the package arrives I said you will see the stamp on the package and its for 15.20....
I never had something like this happen, what happens now does anyone know?

Ebay cant do anything for him.
What you need to worry is he files dispute with his cc issuer,but filing dispute is not that common in other countries.

This is the email he just sent me through the ebay dispute:
the shipping is way to much,no special box bought,i have many ,they cost pennies.i didnt know your
charges would be this much .why are you kicking off,i have bought £200 pounds worth off this site in
a week so i do notice the postage from usa ,sorry but to high.strike if you want,i will strike back
about high post.
I didn't respond yet.
But my record boxes cost me with the inserts more then 5.00 each and they are New boxes I just bought, don't know what boxes he is talking about that cost pennies,
I could show him my purchase receipt for the boxes if he wants.

here is the second email he sent me after I told him shipping:
hi,is this 20.20 in dolers or pounds?if in dollers i will buy it .please mail me back.aslso how long would post from us take? thanks
I think he thought the total with the bid price was 20.20, because when I replyed this is what I told him.
Hi, The weight of this album packed in a special record box is 1lb 9oz with cost 15.20 actual USPS charge, plus material/handling of 5.00 for a total of 20.20
He was asking me the total cost including shipping, and I just gave him the shipping cost, how could I know the total when the auction was still running. But I did state the actual cost of shipping so he could have figured the total when adding the auction bid and shipping.
I'm beginning to think the best thing to do is just ignor him, if he negs me I will neg him back, if he leaves no feedback, thats find with me too

Beware of the Dutch,they are just as cheap when it comes to shipping!

I agree, just ignore him. He paid what you asked, he can't dispute shipping costs after the fact. If he thought it was too high when he got the invoice even after your earlier conversation, he should have complained before paying. He probably found the item some place else for less money and is having buyer's remorse and trying to recoup some of the money.

After 10 years on Ebay, I finally, as of last month decided not to sell internationally anymore.
I allow myself to become too stressed out dealing with international buyers.
They complain about shipping costs and I only charge actual cost for Priority Mail International shipping because it can be insured. No handling fees.
They want me to mark it as a gift on customs, and on and on. I state the terms in each of my auctions which include the above costs and no marking as gift, (of course in more professional wording then I have related here). Still, that is not enough.
Then comes the dreaded star system. It's enough the US buyers can stab me in the back with those darn stars, now it goes international, as well?
My feedback is 100% positive with over 2000 comments and stars 4.8 4.9 4.9 4.8, not bad, but not the star greatest, however you never know when one of those stars will take a stab.
I will lose about 10% of Ebay income because of this. To me it is worth it, not to be stressed. I blocked them in PayPal and on Ebay preferences. Felt a little guilty doing it because we lived overseas for six years, but again my stress level with Ebay is way down and it is just worth it to me, even though I admit it's not that great for business.

Depends on what you sell,$11 dollars for Intl priority can be steep when it comes to shipping a small or low price item.
You can ship first class intl and get insurance from private insurers such as U-PIC.
I ship all my small items by regular first class mail overseas ,I dont even bother to insure it and so far so good.
