the key question is "How long can it take before the buyer files with their credit card company". Since you can't tell any longer what method of funds are used for transactions, does anyone have a clue or from past experience. Is there a way to determine what funds were used? I had sold 3 brand new human hair wigs, I received positive feedback on 2, the 3rd claims that it wasn't as described. And I was selling it for a client. My client & believe that this person but the wig to make bangs then she decided it didn't look good anymore.
any info would be appreciated.

I dont think you can tell if she is using Paypal fund or credit card fund,may be someone will come and shed more light on this matter.
If she used a credit card ,she can do a chargeback within 3 or even 6 months ,with intl transaction,it takes longer for the paperwork to travel,so it could be up to a year.
Some credit card issuers will not intervene if it is a Paypal transaction,they will ask her to refer the matter to Paypal.
If they do,they will ask her to return the item first,she cannot complain and sit on the item,unless she has proof that she has attempted returning the item and you refused.

I think you are asking how long does she have to file a claim. In most cases, you will have up to a year to file the claim (all of my credit cards have that provision anyway) but if there is a problem, usually you will know it within 4-6 weeks.
I guess the real question is, are you willing to have the third wig returned? If so, tell her that she needs to mail it back, at her expense and then you will issue a refund.
