can some one tell me how a person from China can sign up with Google checkout?

When you send them an invoice, the invoice will take them through all the steps they need.

They don't need to sign up to receive the invoice.

What I want to know is how do I pay them using Google checkout?
Since they cannot sign up with Google,they cannot send me an invoice!
They said they tried and there is no way they can do it.

If they cannot sign up, then they will not be able to receive the funds.
