Man! I couldn't figure out WHY this seller is still around and with very few negs too . I found this ring via Fluffy's diadem website.

He is a UK seller and the item ships from Hong Kong.
And I agree with you also. I have checked this one out and a few others that sell the same things as he sells and I also wondered how they stayed as sellers.

Thanks for the mention (I think).
This guy has taken my Hall of Shame article and gone two steps further. In the title, instead of lying about it being a diamond, he just omits the word "diamond" altogether. In the text you find it's a "Russian diamond", which is a simulant. He doesn't disclose that, of course.
And like most of these scumbags, he's listed it in the Natural Diamonds category. Nice. Rule violation.
The band is probably gold-electroplated, so he's violating another eBay rule by not putting the correct term in the title.
The problem is this:
If you out-and-out lie about what you're selling (as opposed to using misleading terms), eBay has no way of knowing for sure the merchandise is crap.
Although it certainly looks like crap.
The seller has forestalled complaints by offering a full money-back refund, just as long as you don't leave negative feedback. Or as he charmingly puts it:
Any one who dont like the item when receipt, you can send email to me ask for full refund.Postage would be returned to you also.Who left egative feedback would NEVER get the refund.
If ever there was proof that buyers don't look at feedback comments, this would be it.

So, is this someone that eBay would be justified in red-lining for low DSRs? Academically questioning, of course.

Once his mutual withdrawal tool is gone this guy is toast. But of course he will just start a new account and on and on.
The only way ebay is going to stop this crap is to id verify sellers and buyers. Some folks think they won't do it because then they will have to admit how many active users they really have.

"But of course he will just start a new account and on and on"
This is what ebay should try to control. I think once you have messed up one ID - there should be a limit on setting up new ones.

What really burns me about the new FB display is that this guy (aside from DSR's) looks almost GOOD - the mutual withdrawals don't show any more! What's better about this display for the buyers??? They shouldn't implement new display until they do away with mutual withdrawal of FB!
