For 1-cent listing week, I didn't have one single foreign bidder win an auction. Is it just me? (previously it seemed about 1 in 5 or so)

I think eBay limits our visibility on international sites during listing sale days. I know we have a limited view of UK items when they have listing sales.

pixiamom is spot on with her observation. eBay does limit international visibility from sites that have listing sale days. You will have the option to pay for international visibility in the future depending on the category.

they have probably figured out how to manipulate search so we have to pay now to have foreign bidders see our auctions

This is a definite fee increase for me- since international buyers often buy US postcards and topicals - I'd be foolish not to list all my items internationally. Sigh, I guess it's only fair that sellers who want international visibility should pay for the privilege. This offsets my savings from the recent fee changes.

Just to clear up any confusion - the soon to be introduced international visibility option only adds your listing to those found by the default search on other eBay sites.
Savvy international shoppers already know to use the advanced search to include all eBay sites under Location: Preferred Locations: Worldwide so they can find the real bargains!
