The new enforcement date for mandatory Return Policy and Handling Time will be in early 2009. To give sellers adequate time to get their listings ready, we’ll be giving sellers at least 30 days notice before we start enforcement.
That was the last update on this that I saw...OCT 7, 2008...

As if not there is not any specific date for this policy,, However when it will rollout ,, it will be updated in announcement board

Vendio promises that we will have it before it is required (heck, it's only been on the eBay listing form for 2.5 years, what's the hurry?) and that we can choose to have the default we select used for listings created prior to the implementation. They say that we won't have to revise our active items ... hope so!
