Can you reverse a PayPal payment made with a Credit card?

I know I can dispute it with my CC,but don't want to do that. The amount is small 14.47

Do you mean filing a paypal dispute and win the dispute?

Call your Credit Card company they can advise you. Unless you have PP CC then you may be out of luck.

No, don't want to file a dispute. What happened was I bought a DVD for 7.51 + 3.00 postage total should have been 10.51 While paying with PayPal 2.00 insurance was added plus IL tax 10.25% (I live in PA) so when I saw that the charges were now 14.47 I didn't click the pay now button, but somehow the transaction went through.

2.00 insurance on a 7.51 purchase and 10.25% IL sales tax when I live in PA, are they kidding.

I emailed them & asked them to refund 3.96 to my paypal account, but I'll bet they don't.

You can file a dispute with your cc company as the amount is incorrect or email Paypal and ask them what to do.

call paypal and tell them what happened. they may be able to do a partial claim, or file a PP dispute, explain your reason for filing. When the seller responds, they have the ability to offer a partial refund. They will more than likely do that quickly.

Hello,

Filing a PayPal dispute is likely the best route. The terms weren't as described if you really didn't have the option to check/uncheck these features during the checkout process.

The eBay checkout details clearly state that the sales tax only applies to Il residents and that the $1.99 insurance is optional, not required.

Thanks everyone, small amount, but the way it was done really made me mad. First time something like this ever happened. When I bid I know the amount and the postage, not this time.
Last night I emailed the seller and asked that they refund 3.96 to my PayPal account, so far nothing, not suprised.
I'm determined not to let then get away with this.

I didn't use a Paypal CC, never would.

The best is file a Paypal dispute,it would force him to respond else he will lose the dispute.

The seller did nothing wrong though - you should have read the description and checked the charges thoroughly BEFORE bidding. Isn't this what we constantly complain about with our customers????

All those charges are clearly stated in the appropriate areas of his description - you screwed up and took the optional insurance. He should not have to pay for your sloppy bidding.
