Section 13.4 is being amended to include the following language:
“If you lose a Significantly Not as Described Claim because the item you sold is counterfeit, you will be required to provide a full refund to the buyer and you will not receive the item back (it will be destroyed).”
I can hardly wait for buyers to start claiming this one. The claim counterfit and they keep the item. Nice protection for sellers, NOT

the buyer has to show proof from some expert that it is a counterfeit.
As to destroying the item, sure,Paypal will just ask them to say -I destroyed the item and the money will be released.

This may be in writing now but they have practice this for a while. I had it happen to a friend. Ebay is not the place to sell designer item any more.

Here's a story about a designer handbag that buyer didn't like (wrong size for her) - seller did not refund payment - eventually buyer filed a SNAD which somehow turned into a counterfeit claim (even though receipts were provided), PayPal reversed payment and buyer had to send the bag to a PayPal site in Texas to be destroyed. The buyer got money back but did not get to keep the bag.
