Perhaps they're rolling it out gradually, a la eBay.

I'd do a screen shot but I think everyone's going to see it eventually.

It's not my fault. I tried to talk them out of it.

It was on mine too. Then I got in a hurry to get the boxes out to the P.O. and made an error on my priority sizes. So when you get the new Paypal screen don't get in a hurry and frustrated like I did.
