Thanks for posting this Neglus. I just scanned the announcement and I think maybe I have to go back to college and get a law degree and a masters in math before I can truly understand all the changes. I suppose it will all work out OK.....maybe.

What is the Unpaid Item Assistant and how does it work?
The Unpaid Item Assistant automates some features of the unpaid item process - making it more efficient for you and reducing the average time to resolve the dispute.

When enabled, the Unpaid Item Assistant allows you to automatically open a case if your buyer doesn't pay after a specified period of time. You can choose to set that time as four, 16, 24 or 32 days after the listing closes. If four days pass without payment after the case is opened, an unpaid item will be recorded on the buyer's account, the case will be closed and your Final Value Fee will be automatically refunded. At that time, the buyer won't be permitted to leave Feedback for that item.

Will eBay educate buyers that they may only have 4 days to pay instead of 7?
All areas of the site will be updated to reflect this new process, including the appropriate Help pages.

What are the requirements for using Unpaid Item Assistant?

* Buyer must have paid using an electronic payment method such as PayPal, credit card, Moneybookers, Paymate or ProPay. Sellers currently allowing local pick up must remove this option in order to use the automated process.

* Buyer must have gone through eBay checkout or a third-party listing service that uses eBay checkout (and third-party checkout when available)


When will the new automated process (Unpaid Item Assistant) be available to all sellers?
These features will be rolled out gradually, beginning with a very small group of sellers at the end of September 2009 to ensure the new process is working properly. Our goal is to have these automated features rolled out to all sellers in time for the 2009 holiday season. You will need to opt into them through My eBay or Selling Manager.

Can I use Unpaid Item Assistant if I use a third-party checkout service?
Yes. Third-party checkout will be supported as the Unpaid Item Assistant is gradually rolled out to all sellers before the holidays. You should talk to your certified provider and/or developer to find out exactly how they plan to integrate these new features.

Does Unpaid Item Assistant work for all listings formats and eBay sites?
Yes, this is currently available for Fixed Price and Auction-style listings items (including Store Inventory items) offering only safe payment options with eBay checkout enabled.

My "favorite":

"Keep in mind that you are responsible for your item until it arrives safely in the buyer's hands. Do not imply in any way that once the item is shipped you are not responsible for timely delivery or condition on arrival."

Hmmm, we are responsible for the USPS (or alternate carrier) delivering the items safely to the buyer's hands, although we, in point of fact, have absolutely no control over the handling of the item once it is posted. AND to infer otherwise is now a violation of eBay "standards". On top of this, we can not longer require insurance at the buyer's expense nor can insurance be noted as optional or available.
We are "allowed" to incorporate insurance in our handling charges, but at the same must
be careful not to exceed a reasonable handling charge.

The rest will, I guess, just work out. I will not worry about the math. It will be what it will be.

On a positive note, I finally opened a Vendio Store this month and made my first sale yesterday. What a pleasure it was calculating the difference in FVF's and not thinking about stars!

sheesh, many people will have to rewrite all of their auctions. I will self insure anything under $20.00 and add the cost into the shipping on all the rest. Not able to hold the Post Office or other carrier responsible is awful! What are we supposed to do, hop on the truck and airplane and hold the package in our laps!!

The responsibility for "delivery" on the sender shoulders is not fair!
USPS is responsible for delivery of mail...at least I thought!

It is not Ebay,it is the sellers- if you choose 4 days,then say so in the item description.

I have never seen a company more bound and determined than ebay to destroy their own business. EBay makes AOL look like an amateur when it comes to self destruction.

I just love the percentage of transaction DSR ratings. As if it wasn't confusing enough already??
But it does sound like we will be able to tell who is leaving bad DSR now. I don't see the point in keeping it a secret anyway, since there isn't anything we can really do to stop it.

This is nailing the coffin shut for many ebay sellers. It's just getting too complicated to sell on ebay. I've been selling on ebay full time with employees since 1997! If you think you have your own business selling on ebay think again. You are but a serf and ebay is lord of the manor. You serve at their pleasure and work for them if you sell on ebay. I've sold over 1 million dollars in those 12 years and I feel like ebay treats me like dirt. My greatest joy is that I have been able to gradually replace my cash flow from ebay sales with other sources over the past couple years. Another year or two and I will be off ebay completely. Can not wait!

It NEVER ceases to amaze me how ebay can take a working, making money, everybody is happy, business and screw it up again and again. Every year they amaze me with their crap.I have not sold 1 ONE item on that site in 9 months.By choice. Honestly what are they thinking? I don't even like the new page set ups and have written them in the "tell us what you think" area. Like it matters and anyone there even cares??? But I gave them my 2 cents worth.

I am soooo grateful for my website as well Fluff.Summer is muddling right along but I am making money and doing it without the worry and hassle of the "Gods of the bay."

They're taking away several listing upgrades also, many that I use (border, highlight, etc). Do they lay awake at night thinking up ways to trash their business - and ours? I've never seen a company self-destruct like this, it's rather impressive. Literally, there stock price history is upside down, it continues to trend down - no counting the normal dips and dives all stocks are taking, it just continues to drop.

By the way, it's just another step to squeeze out the smaller sellers - from today's Wall Street Journal:
EBay's Changes to Help Large Merchants

EBay Inc. on Monday unveiled a series of changes to its core marketplaces business that are designed to help large vendors sell new goods in greater volumes.

The e-commerce giant said sellers that provide the highest level of customer service will earn a new "top-rated seller" status, receive a 20% discount on fees and be elevated in search results.

In a nod to many alienated small sellers, the company will give top-rated status to merchants who have very little negative feedback from buyers, even those who don't rank among the largest sellers on its online marketplace.

Bill, I do not know if I am smart enough to do it.

I have a Business Degree (I REALLY do)
but I think I need a Masters just to sell on eBay and make a profit!

Will you be hurt by Paypal's new rules?

I don't think so. Further, payment methods seem to be changing for me. It appears that former eBay and Vendio customers are using PayPal to pay at my store. However, the newer customers are paying by check and credit card.

I accept Google checkout as well. To date no one has used the service.
