When we list records for sale we are only allowed to charge 4.00 max for USA but I have a buyer who is International, am I allowed to charge them more if the cost comes out to more then 4.00 to ship to there country?

I would think you should be able to charge what it cost, but I don't know for sure. Someone will come along who knows.
But really - $4.00 to ship a record?? Is that a 45 or an album? I wouldn't think you could ship an album for that.

If you pack your LP the right way you can't ship it for 4.00 but ebay is not concerned about that..lol
Maybe if you ship it media mail it will ship for 4.00 or less but I never use media mail because it is too slow. Sometimes I need to pay a little more to ship it priority. I would rather do that then worry about the package being lost or taking 10 to 15 days to arrive.
I was checking around and I also think that the 4.00 ship charge is only for a USA buyers.
