I had a buyer in France bid on a lamp, and then a tea service. I only mail airmail Internationally and the postage is high and he wants to cancel the tea service, but when I click on "resolve problem", my only option is to cancel the transaction, I don't have the option that we both agree not to complete the transaction. Is this not available for International transactions?
If I just cancel it, I won't get my fvf's back.

No, it was just yesterday. I do this all the time, but there is just not the option available, just the option to cancel the bid, but then I don't think I will get my fvf's back.

Thanks, but here is the message I get when I do what the link says.
"Sorry! You cannot open this case before Sep 24, 2009.
You can only open the case 7 days from the end of this listing. During this time, please communicate with the buyer to try to resolve the problem.
I sold an item and want to cancel the transaction".
It just won't let me do the "we agree not to complete" option.

The auction has ended so you have to file for fee refund like everyone else.
If you say both parties agree not to complete the transaction,and an email is sent to your bidder for confirmation,you will get your fee back.

Hi Amber, I just had to do this last week. Ebay has changed the form and it is confusing.
Click the link for "I sold an item and want to cancel the transaction". On the next page you will be able to select that the buyer wants to cancel the transaction. You will not have to wait 7 days.
I also send an email to the customer explaining that they will receive an email from Ebay to confirm the cancellation request. I ask them to please confirm the cancellation so ebay will returns the fees I paid for the transaction.
I have never had a buyer refuse to cooperate with my request.

Thank you LtRay, that explains it, it no longer days "we both agree not to complete the transaction", just that the transaction is cancelled. I was concerned that if I clicked on it, I wouldn't get my fees returned. I wish eBay would say when they change the wording of things, it's very confusing.
