I just spent the last 4 hours trying to find out why international buyers are suddenly able to use BIN to purchase my items. I do not ship internationally and I have my Buyer's Requirements set up to block buyers from countries that I do not ship to.
That seemed to work ok in the past but something had changed today and I suddenly had all these international inquiries and a BIN order.
Well, I finally found the problem. If you do not want to ship internationally, you might want to go into your "Site Preferences" -> "Shipping Preferences" and configure "Exclude shipping locations from your listings". I just blocked everything except the USA. I had thought this new "exclude" setting was just for specific countries if you had provided an international shipping option in your listing.
My listings do not have any international shipping options but it appears ebay will allow foreign buyers purchase the items anyway.
Thanks to global.ebay.com ,anyone in any country can now see your listings very easily. Good news for those of you who have time to ship international but I just do not have the resources.

I just did that, thank you. There is a little note at the bottom of that page that says 'you will need to change your buyer requirements to block bidders from the locations you do not ship to'. It is also where you can check no to eBay sending an email to the buyer if you wish.

Actually I was wrong, I went to check the settings and they stayed what I had checked earlier, sorry for the post.
