In "MY EBAY" click on the top right where it says...Help
then on the next page click on the right where it says Contact Us
then on the next page click on a topic, any topic and on the right it shows a phone and says call us, click on that and follow what it says.

i find it easiest to enter "billing" when asked what your question is for. it automatically takes you to the page that gives you the link and PIN.
