Once again i have spoken to ebay in regards to non paying customers leaving feedback. Below is the email that i just got back from them after i called them. It is long but well worth reading for those of you who dont know these facts.

Thank you for contacting eBay in regard to your "unpaid item case"
against your buyer xxxxxxxxx
It was a pleasure to speak to you over the phone today in regards to
this issue. I apologize though that you had to deal with this
frustrating situation.
As we discussed over the phone you may now close the "unpaid item case"
against the buyer & issue them an "unpaid item strike" which is a
internal mark on eBay that is tracked by eBay's trust & safety team for
"buyer non performance"
The buyer's negative feedback left for you has also been removed from
your profile as it is eBay policy that a buyer must pay for their item
or attempt to pay for their item before they are entitled to leave
feedback. Direct refusal to pay voids this eligibility & only requires
the "unpaid item mark" to remove the feedback so that proper
documentation is available for the removal.
As we also discussed over the phone, as a seller you now have access to
a new seller filter called "buyer requirements" on your profile. The
buyer requirements filter is a mass filter that once you set up is
applied to every active & future eBay listing you do. It gives you the
ability to block buyers from purchasing your items who meet various
filters. These filters range from a number of unpaid item strikes in a
selected amount of time to buyers who live in countries you do not ship
to. I have provided the steps for setting up this filter below as well
as a detailed explanation of each filter & what each filter protects you
against. Please be aware & I apologize for this ahead of time. This is a
very large amount of information that may take some time to read.
These filters will first deny buyers the ability to bid, make offers, or
select "buy it now" but it does also advise them that if they truly
desire the product to contact you first. You as the seller reserve the
right to refuse anyone from purchase your items while the listing is
active but also reserve the right to grant the member the ability to
make the purchase if you feel they are not a risk. This can be done
through your site map just below your block buyer list via the "buyer
exemption list.
How to set up your Buyer Requirement filter:
1.) Log on to your eBay account & select “My eBay"
2.) Locate the option marked “Account” & hover you mouse’s courser over
the title but do not select it.
3.) A drop down menu should appear at which time locate the option
labeled “Site Preferences” & select it.
4.) A new page will load & at the top of the page there will be a field
labeled “Selling Preferences”, scroll down from this point until you see
the field labeled “Buyer Requirements”.
5.) Scroll to the right of “Buyer Requirements” & select “Show” then
select “Edit”
6.) At this time the options will appear & you may fill out the
requirements as you see fit. Once you’ve filled out the form scroll to
the bottom of the page & select “Apply Above Setting To All Active &
Future Listings” & then select “Submit”.
Once you’ve completed these steps these setting will be on every listing
you do & should help reduce unwanted bidding.
Some information on the filters is below:
Block Buyers with "Unpaid Item Strikes" is the most affective of the
filters as it gives you the option of block buyers that have every
received 2 or more strikes for failure to pay. This filter can be set to
the highest setting being just 2 strikes in the last year or the lowest
setting of 5 in the last year. You may also adjust it to a medium of 4
in 6 months & so forth.
Block buyers in countries to which I don't post is also an extremely
effect filter as it will block buyers from purchasing your items if they
are merely registered in another country that you have specified that
you will not ship. This filter is a single check option that will read
the country list in your listing to prevent individuals in other regions
from making the bid or purchase.
Block buyers with policy violations reports is an effective filter that
will prevent buyers who've received policy violations in a time frame
you specify. These violations range from buyer's who violated eBay's
feedback policy, committed email harassment & have been formally warned,
to buyers who also sell on eBay and have committed violations against
the eBay user agreement. This filter can be set to the maximum 4
violations in 6 months to a medium option of 7 within the last month.
Block buyers with a negative feedback score while not as common as
buyers no longer can be issued negative feedback is still a very
affective filter as it does protect your listing from other seller's who
may be attempting to disrupt your listings to benefit their own.
Block buyers who may bid on several of my items and not pay for them is
a very effective tool to prevent a single member from purchasing all of
your items in a deliberate attempt to disrupt your listings. You can set
how many items you will let a buyer buy at one time & can also set that
the filter be released if the buyer has established a good record if you
wish. You can set it for the maximum of buyers may only buy 1 item at a
time until they pay for the last purchase or the lowest being they may
purchase 10 items before be required to pay to purchase more.
If you have a number of buyers who purchase a number of your items often
you can also specify that this filter only be applied to new eBay
members who have 5 feedbacks or less.
Block Buyers who haven't gone through phone verification is a filter
that will keep buyers away from your listings who have not verified &
confirmed their eBay account information is accurate via eBay's phone
verification. This filter is very effective against eBayer's who have
hacked into another eBay member’s account & too new buyers who may not
have provided accurate information.
I understand your frustration regarding this matter and apologize for
the inconvenience it caused you.

WOW - that's a lot of blocking.
But with the week I've had I may just take advantage of it. Hope it's good in the USA as well.

I got this from powersellers in the usa. The buyer i had blocked is in the usa. it apparently is good for the whole world of ebay.

I dont understand what it said about bidder who is not phone verified esp if he hacks into an existing account.
If he hacks into an account which is phone verified or established ,and bid on your item,how is that going to help?
May be Ebay should stop sending us trashy bidders?Can we sue Ebay??
On Yahoo shopping you can block buyers not on the country list you ship to,but what Nigerian does is to go down the approved list and claim to be in Norway,enter the address with country code of Norway.
If you send the package say via Fed exp to Norway,and of course the address does not exist,so it gets returned to you and you end up paying extra shipping.
Indonesians will claim to be residing in Singapor,and it turns out Singapore post office may forward the package.
Indonesians also claim to be in Australia and then y our package wil go to Australia.
Worse,the Fed Exp or UPS local office may find out the street address is in Indonesia or Nigeria and then forward it,you end up paying a lot of shipping to deliver the goods to the crook/
