Well,I have shipped the item that afternoon,so when the email arrive before midnight,I panicked.
I called the USPS postal inspector,800 USPS customer service around midnight ,nothing they can do for me.
So today I drove to the post office and asked to fill out a form - FORM 1509 for package recall.
The clerk has never heard of such a form but her supervisor has.
I filled out the form and supervisor said the best she can do is to fax it to the buyer post office in California.
2 hours later I returned home after doing some shopping and I called the buyer post office and they have not received the fax but they are willing to write down the DC and signature confirmation number ,so they can withhold the package when it arrived.
Then I called the buyer and it is a couple who come into some money and decide to invest in gold instead of stocks and bonds.
Her account is new,feedback is low and in a few days,they spent over $20k.
That must have set off Ebay alarm and so they investigated and sent out this email to about 100 sellers who have done business with them.
TODAY Ebay sent out another email to us sellers saying everything is cool !
I hope I am not the only one who has filed the form,but come Monday I have to go back to the post office and file another form to remove the package recall!
May be I should have gone to bed early last night and sleep late this morning !

question-
When it comes to fraudulent use of stolen credit card or idnetity,there is no paypal seller protection,but what about Ebay seller protection?
I asked the Ebay rep,he said he does not know.
Also the item is insured with a private insurer,do they cover fraud?
Does insurance cover fraud?say the buyer gets the package and it was signed for and trackable online?
There was a time when a person moves out of his home,his phone line is not yet disconnected,someone got his credit card in the mail and use his line to call the cc issuer to have the card confirmed,or another trick is to stand outside someone house or inside a recently evacuated house and receive packages.

You are asking about criminal activity some insurance may cover those losses you need to read your policy, but may only act if you report the incident immediately. The PO has officers that investigate these crimes. Once a report is made no matter the dollar amount they must investigate and file a report.

Well, you obviously took it a lot more seriously than I did at the time. My situation worked out just fine but it was also a fairly low dollar item.
Good for you but what a lot of work!
In the first two paragraphs of EBay's letter it says the account was accessed by an unauthorized third party etc... That does not seem to have been the case so it seems that EBay was using a form letter that covers all situations.

The buyer called Ebay and got the same answer that someone attempted but failed to hack into their Ebay account?
They emailed me many times offering to buy similar items in my shop for less,I thought it may be the adult is at work and the babysitter is hacking into their account and doing some buying.
It turns out to be a couple with a little child ,they decide to invest in gold instead of stocks.
This morning I have to drive into town and filed another report to remove the package recall,the lethargic way the postal employees move reminds me of my own health situation right now,I am suffering from low enzyme level to digest food and need help !
If they ever lose their job with the post office,where are they going to find job in private sector?
