No, hwahwa, if you do NOT have a store, you get 50 free auctions a month, every month with free BIN. Been that way for a while. I got the same email on another account. Nothing new or different.
Just a little hype to remind you.

I think there was a one day special on March 14th for non-store owners to list an additional 50 items with buy-it-now for free. I don't think there was an email about it though - was on eBay's facebook page.

No, neglus, that exact email was sent to my account, also. It was a reminder to use your 50 free auctions + BINs.
There was an extra promo on 3/14, but this "congratulations" email was sent out. I got the exact same one.

Are you sure BIN is free with free auction style listing?
I always have to remove the price in BIN field else I pay 5 cents .

As a reminder emails from ebay or PP will address you by your full name or at least your first name as well as your eBay account name.

Here is copy & paste from my sellers page.
"List Auction-style FREE with any start price. Plus add a Buy It Now for FREE."
This is there every month & it counts down how many you have left.
For store owners there have been different promos, the last one that goes until the end of this month, does not include FREE BIN. BIN fees vary as to the BIN price, not always 5 cents.
