Think about it. You are paying the post office for example, for their employees and equipment not to damage, mis ship or lose you stuff YOU PAID THEM TO DELIVER!!!

The same for DC. If you go to the PO, you have to pay to prove it was delivered!

You guys are right,but then the price would be different.
Think a la carte,how much does it cost to deliver a piece of mail to some destination 100 miles or 1000 miles away?
