I shipped a package to RUSSIA back in october 19,2012 using express mail to a confirmed address and the transaction qualifies for seller protection.
It cleared Russian customs and the Russian post office tried to deliver the package twice in early November ,thats what it shows on the USPS tracking.
Now it is Decemeber and the buyer filed item not received with Paypal.
USPS is not open today so I called Paypal and asked -do I get seller protection when tracking shows attempts were made to deliver but it did not show it has been delivered and no buyer signature.
Neither me the seller nor the buyer has asked Paypal to get involved at this point,but Paypal asked me to fax some proof that I have shipped the item,aka a shipping receipt.
Well I just happen to have the first and last of the 4 pages of Cuatom declaration forms so I faxed Paypal these copies.
My question to you all is -
Do I get seller protection if tracking shows attempts to deliver have been made and I have proof of shipping?
There is only $100 insurance with Express mail ,the remaining balance is insured via a private insurer,but I would prefer not to file claim if Paypal offers me seller proection,has any of you have this kind of experience?
I would not be getting my express mail postage back since it has past the 30 days deadline(we are supposed to complain within 30 days for express mail delivery).

The only experience I had with something like this was when I sent a package to the Cayman Islands. The buyer inquirer as to where her package was. I looked up the tracking & saw they attempted to deliver twice & were about to send it back. I informed the buyer. She apologized and retrieved the package in time.

I had a package sent back to me from France last year for this reason. After explaining the situation to her, me postmaster reposted the package back to the customer again at no extra charge.
(I don't know if this is a common procedure, but I'm sure it helps if you have a good relationship with your local PO.)

If there is no change in address,the post office will reship the package,but if you enter a new address,then you have to pay postage again.
A few years ago I sold some antique prints to a Russian buyer and the Russian post office cannot read the address as the letters were rather small and claimed they have returned the package back to me.
I never receive the package,I filed claim with USPS and finally received a check of less than $100,like 96 dollars.
I know the maximum USPS coverage is $100 ,but I received 96 due to depreciation charges.
I did not bother to argue,but how do you depreciate an antique print?and it took a long time to get the check.

FYI,
You can no longer print USPS express mail or priority mail shipping labels to Russia via Paypal,Ebay and USPS website.
Only first class mail is allowed.
If you want to ship express or priority to Russia,take it to the post office or use stamps.com or Endicia.
Reason?
I read there are too many powerful cyber hackers hacking into 'shipping labels to Russia'??
