Please tell me how to end an auction early.
I found the info about a fee since Oct 1st for doing so, but cannot find how to end the auction.

You are correct:
"Starting October 1, sellers will be charged a fee to end early any Auction-style listing that has received at least one bid, as announced earlier this year. The fee will equal the amount of the final value fee, had the listing ended naturally and sold for the highest bid received when the seller ended the listing. The fee will be waived the first time a seller ends a listing early each calendar year. Follow these listing best practices to provide your buyers with the best Auction-style experience possible, and to avoid incurring this fee."

So even if you cancel the bid - you still have to pay?
Call it what it is - another way for feebay to collect money they shouldn't. The seller could have made an error in the listing that couldn't be corrected or an item got broken. These things happen - it's called life.

If there is a bid,can we send a notice to ask the bidder to agree to cancel the transaction and get our FVF back?

Ebay does read our email correspondence,so if buyer and seller agree to complete the transaction outside Ebay,then Ebay does not get any FVF.
Few bad apples and now all must pay .
Another rule !
