Australian bought an item that weighs 28 pounds and barely fits within the the dimensions allowed for Australia. After purchasing the item they get the invoice which shows $141 for shipping.
Now they are mad and insist it shows Free Shipping. I explained to them the reasons for this. 1) either they were not signed into eBay when using the USA site 2) they changed their shipping country settings.
I am concerned they are not going to understand that and leave me negative feedback. I sent a cancellation notice to them, but they still can leave feedback for something they are actually the ones at fault for.
Anyone know how eBay reacts to this problem when a buyer doesn't have their settings correct and eBay's auto quote system reflects the wrong information?

You dont know if they are going to leave you bad feedback.
If they do,then you appeal .

That wasn't my question. I was curious if anyone had experience with negative feedback when it had to do with eBay website settings and not about the seller themselves.

Actually, I don't find it frustrating at all. I just think that either he wasn't signed into USA eBay, so he was seeing USA shipping, or he had purposely set his shipping to USA. Some buyers will look in USA only hoping to find something they can convince a seller into shipping Internationally. I don't think it was intentional. If it was, it will show its head.
He hasn't paid, I haven't shipped... so I'm not too worried. I was just curious if anyone had positive outcomes with eBay if negative feedback was left because a buyer had their settings incorrect.

I have many intl buyers from UK and Australia,they always get the shipping right,not sure how they can place order without paying intl postage.
If they did not sign on,how did they place an order?

It depends. If you are not signed on you can see the item as it is presented on the actual site for that country, in this case USA eBay. He may have seen it with free shipping. It would only show listings in US dollars as well.
Also, if you are signed into your account and change the "ship to country" in one listing, you will get the rates to ship to that country. If you move to a different listing you will still see shipping to that country until you change the setting back to your home country.
Oddly, he had to sign on when purchasing it, so during the invoicing he would have seen the shipping price. I think he was hoping we would ship it free of charge as that was what he saw. Unfortunately, $141 to ship it is what it costs us... so I can't budge on that.
Either way, it clearly states Free Shipping to the USA, and the fee to Australia if you choose to pay attention to the shipping details.
I sent him screen shots of the difference between having your account set to Australia vs. USA. Hopefully that clears it up for him and he doesn't take it out on me.

Apparently the screen shots is what cleared it up for him. As suspected, he was searching USA listings using the shipping set to USA so that he could see everything available, not just items available to Australia.

He may not have shipped and the buyer may not have paid,but Ebay already have taken its FVF fees on both item and shipping,so now it is up to him to get his FVF back.

I don't believe ebay take their FVF on shipping until the payment is made.

They take FVF on the item immediately and on the shipping when the payment is made.

He cancelled the transaction, however I was under the impression that FVF on shipping for this transaction wouldn't have been charged because I offer free shipping in the USA. Am I wrong on that?

Interesting twist - I have had to relist this item 3 times and have apparently sold it a 4th time, but haven't received payment. All of them are International.
I have gone through the listing and the only thing I can come up with is that International buyers are setting their shipping country to the USA and seeing Free Shipping and then when they buy it, they get hit with the actual International Shipping fee.
This one is in the UK and shipping was just over $100.
If I have to relist it, I am going to do so as a fixed price with instant payment.

I dont know why they bother to do that unless they have someone in USA who would accept the shipments and forward to them ,some overseas buyers have forwarding service,Chinese,Japanese and latest a Saudi dealer.

I can come up with only one reason- they are searching USA only listings. If they set their shipping country to USA then it will show all the listings, then they can contact the seller to see if they will make exceptions.
Obviously, there is a major flaw in their tactics... but it affects me.
I sent this newest buyer a message via eBay making sure they intend to purchase it. I don't want to mess around with this any more. I just want to relist it and set it up with auto payment.
The only reason why I bother keeping it open to International buyers is because it has multiple voltage settings allowing it to be used Internationally which makes it much more valuable overseas.
