I was bidding on an item, and someone bid my bid up about $12, then I get a notice from ebay that the multi bidder who bid my bid up higher has retracted their bid. However, the additional money he bid still shows my bid $12 higher. If he had NOT bid, my bid would be $12 lower.
I don't understand how the bidder can bid, then retract, yet my bid forced up by his bid stays at the higher price.
Can I refuse to pay. This guy bid up my bid without any risk to himself because he cancelled his bids.

Have you contacted the seller? If so, what did they say?
If not, I would and point out the issue. If they get weird on you, I would call eBay about it for them to fix the problem, otherwise your bid should be cancelled.
