What is the promotion?
Invited sellers ("sellers" who list in the fixed price, auction-style, or auction-style with Buy It Now format pursuant to the terms and conditions set forth herein will pay a maximum Final Value Fee of $100 ("Promotion" when the item sells for any listings created during the Promotion period as defined below. This Promotion is in addition to any eBay Top-Rated Seller discounts a seller may be eligible for.
Who's eligible?
This promotion is available by invitation only. Sellers that qualify for participation will have received an email, and/or a message in My eBay. The Promotion is then activated with the seller's qualifying eBay User ID. The Promotion is for invited sellers only and is not transferable.
When is it?
This Promotion will begin on Friday, August 16, 2013, at 00:00:01 PT (12:00 AM plus one second), and will end on Monday, September 16, 2013, at 23:59:59 PT (11:59 PM plus 59 seconds), for listings on www.ebay.com, (the "Promotion Period".
How do I get the Promotional Rate?
Sellers that have been invited to participate in the Promotion will automatically receive the Promotional Rate when they list items in the fixed price, auction-style, or auction-style with Buy It Now format through the Sell Your Item form, eBay Seller Tools, eBay mobile applications, and most third-party tools.
What are the fees?
Sellers will pay a maximum cap of $100 on the Final Value Fee for all items listed during the Promotion Period. Final Value Fees will be applied to the total amount of the sale including the cost of the item, shipping, and any other fees a seller may charge—excluding any sales tax. Note that existing Final Value Fee rates still apply, but the maximum cap has been reduced to $100.

Sellers can list items as part of this Promotion on the U.S. site, www.ebay.com, or with an eBay mobile application for iPhone, iPad, Android, Windows Phone, or Blackberry in the U.S.
This Promotion does not apply to the following: Good 'Til Cancelled durations, eBay Motors Passenger Vehicles, Motorcycles, Boats, Power Sports, Other Vehicles, Motors Local Market, Motors Parts & Accessories, Real Estate, or Classified Ad listings. The following business and industrial categories are excluded: Heavy Equipment (177641), Concession Trailers & Carts (67145), Imaging & Aesthetics Equipment (92036), and Commercial Printing Presses (26247).
Fees for Insertion Fees and optional features (such as Reserve Price, Subtitle, Gallery Plus, listing in 2 categories, etc.) will still apply.
Only sellers whose accounts meet eBay's minimum seller performance standards are eligible. Please sign in to My eBay and view your Seller Dashboard to verify whether your account is currently meeting the standards. If you have received fewer than 10 detailed seller ratings from buyers, this information will not appear in My eBay, however, you will receive email notification if your account falls below the minimum performance standards. Find out more about seller performance standards.
All existing selling limits on your account (as well as category and item limits) still apply, and may exclude and prevent you from creating the maximum number of listings in this Promotion.
All listings must comply with eBay policies, including eBay's Duplicate Listing policy that allows for the removal of duplicate auction-style listings.
The Promotional Rate does not apply to listings with a start date prior to Friday, August 16, 2013, including those listings revised during the Promotion Period. Additionally, the Promotional Rate will not apply to listings scheduled to start after the Promotion Period. Listings created prior to Friday, August 16, 2013, which are scheduled to start during the Promotion Period, will be eligible to receive the Promotional Rate.
Please note: The Final Value Fee discount will be reflected in the "View Account Status" section in My eBay, as well as in your next invoice.

What does Ebay want us to do?
Dig out our heirloom Rolex watch and list it with a starting bid of 99 cents?
Cant ask for shipping of 1999.00 as Ebay wont let us,so what should sellers do?
Not that I have Rolex watch,in my dream, I vaguely recall I wore a Rolex!

I actually could have used it the last time they did this, but I didn't read the all the terms and list a $1200 item for Good 'till Cancelled. The fee was $108 instead of the $100.
I remember when they would do something like this with a $20 FVF cap. I sold all my scrap gold using it and boy was that nice.

I just noticed that when I copied and pasted this it added a bunch of winking emoticons. That is funny and yet at the same scary, as if eBay is playing a joke on us and we can't see the hidden winking.
I know our sales have been way down over the last few months. I expect summer to be a bit slower, but not like this. It goes for both local and eBay sales.
I spoke with our tax accountant yesterday and he said he is getting the same input from many of his businesses. It's as if customers have literally disappeared.

I believe it is the poor economy. Sales in the U.S. are not as strong as in the past.
It appears that we are all selling and buying from each other. Soon, we will all be mowing each others lawns.
As major employers reduce many employees from full time to part time so as to save mandatory insurance costs, we will most likely face a further decline in sales.

We are not alone,Walmart,Target,Macy,Nordstrom all lowered sales guiduance,Eagle outfitter which cater to teenagers report disappointing sales,Arispostle or whatever the oufit is called,met the same fate.
Cisco will layoff 4000 workers,AOL 300.
Dollar General said customers are just buying the basic,not too many #25 electric blenders sell.
Go to 99cents only store on a Saturday if there is one near you,whole family shops there for canned goods,dry goods,socks,knives and fresh produce,these fresh produce come from Central America,they look awful,they are not ripe and would it ever ripe?
Elizabeth Arden said its biggest customer drastically cut back on perfume order and we all know who is its largest customer-Walmart!
All jewelry and cosmetic sales are down.
See the trend,people are just spending for food and gas and medicine.

And, Apple Products.
After shipping orders, I usually walk 2 miles a day at the regional mall near my home. There is an Apple store at the mall. Even though the mall might be empty during the week, the Apple store is always packed with shoppers.
Apparently, there seems to be enough money available to purchase iPhones, and iPads.
I wonder how the iPhone sellers do on eBay.
I would never buy an iPhone from an eBay seller. Even with buyer protection there is just too much that can go wrong.

I know this is obvious, but when was the last time you received an email from eBay telling you to come and buy stuff? The last round of advertisements were targeting mobile users, primarily as a selling tool.
I am in a bit of a quagmire for our local sales. Something I really can't get into at the moment, I will share sometime down the road.
