Bill,
I know you said you have shipped overseas package as registered mail and you said it is trackable and signed for?
Is this true in every country?
Do you ever have a case of item not received filed and you have to show Ebay/Paypal the signature and tracking with registered mail?
Do you use return receipt as well?
I am getting responses from other Ebay sellers that it would not protect you from dispute.

lost, I do not recommend return receipt. Before I became a stamps.com user I would send registered mail with return receipt. They were never returned. Money was wasted.

Now, I usually print out and pay the regular first class shipping at stamps.com. This places the package into the USPS website and assigns a shipping ID to the package (LJ0000000US). Then, I take the package to the post office and purchase registered mail for the package. Now, the package has both the LJ number and the registered mail number, both of which can be tracked as a registered mail package.

I have shipped registered mail to Canada, Denmark, the UK and China. Registered mail is the most secure, and must be delivered to the addressee and signed for. In all instances EXCEPT China the packages were signed for by the addressee. And, I was able to view online.

I never did find out about the China package. However, the buyer never claimed the package missing, so I assume the buyer received the package.

My neighbor is a USPS Supervisor for whatever. I will ask her on Monday for further information.

I have also used return receipt a few times for international packages and have never had one returned. Agree. Waste of money.

If registered mail is trackable and signed for and both can be viewed online,it should be acceptable for Ebay and Paypal seller protection,shipping to confirmed address !
I was reading some threads on Ebay seller central and some sellers just laughed saying registered mail with return receipt is not viewable online,so no seller protection.
They were talking about shipping to Mother Russia,could this be a country specific problem?
I tried to call USPS 800 number and they are just overwhelmed with weather delayed problem and I cant get anyone to come to the phone.
The joke on seller central on shipping to Russia is that better include a gift card saying this is a gift as 3 months down the road,they will file item not received and you lost the item and shipping as well.
Some one called Ebay and complained of a Russian buyer and the rep said this buyer has filed 94 cases of item not received !
Russian buyers have found a goldmine on internet and buy like mad,Russian post office is under severe strain and beg them to slow down,they buy vitamin pills,cell phones,ipads,diamond,precious stones,watches you name it.
Diamond is much sought after and Russian customs have to call in diamond expert to determine the true appraised value of these diamonds bought overseas,how is it possible to buy a one carat diamond for $25-50 dollars?
The package often disappeared ,it could be lost in Siberia or stolen by postal workers,neigbors or the buyer claimed not received.
I unfortunately have an order from Russia,she wont let me cancel the order,I can go with USPS priority mail with ship insurance or USps PRIORITY with registered mail,with or without insurance.
Should I include a gift card in advance?

Ebay seller protection-for payment under $750,signature confirmation is not required,just ship to confirmed address.
Paypal seller protection-for payment $250 or less,signature confirmation is not required,shipped to confirmed address.
A big difference in $$

I see no difference. I just consider $250 the rule since it affords the best protection.

If the buyer is in Russia, how did they buy your item? I thought you blocked Russia due to the problems. If you didn't block Russian buyers, then why are you trying to cancel it ("she wont let me cancel the order"?

Seems like you are working too hard to solve a problem that should have already been solved.

I did not block any country as I dont see any country ,just region and Russia is part of Europe,after I saw your thread,I found a way to block countries so now I have blocked Russia and other countries I dont want to do business with.
Bu for this order,it is too late,she refused to cancel the transaction and suggest UPS?
Well,UPS would not accept packages to individual,just document and diamond is not document.
Fed Exp said no as well,so that leaves USPS.
USPS said no express or priority express for jewelry,USPS priority only goes to $400 and FIRST CLASS there is no insurance.
So my only option is not ship and wait for her to file Item not received and refund her in full,if I cant get my FVF back,then I will eat the loss.
Or ship first class and have it as registered mail insured for full amount but it is very very slow.
