If a buyer files SNAD and you refund, your FVF is automatically credited. I would imagine that it is the same for not received.

I just called EBAY and explain my situation-
that buyer refuse to cancel the order and I cannot fill the order,so he said he will refund my FVF as soon as I refund my buyer.
He waited while I refunded my buyer, and now I got my FVF fee back.
Thank you all for your help.
Ihave been spending 10 days to figure how to ship the order,it is just not possible,no way

Well, this morning I received a Paypal dispute from the buyer FOR ITEM NOT RECEIVED?
Her message to me is that 'she insists I ship the item'.
How can she open a dispute when I refunded her in full last night?
Then when I tried to refund again, there is a message from Paypal saying due to tecnical error, this feature is not avaialble ??

how long had it been since the item was shipped, where was it shipped to and was there insurance, tracking, signature confirmation?

sounds like a scammer. you should post their id so we can block her.

maybe Something ebay did to keep sellers or buyers from paying or collecting twice.

I never ship the item,I spent 10 days trying to figure out how to ship and decided I just cant do it .
I called Paypal again and they told me when I made a refund and the fund is coming from my bank account, the case is still open until the payment cleared, and it ususally takes 2 days.
The buyer does not give up easily, all of a sudden her English is no longer 'not so good',she speaks like an American, not a Russian and showed me another seller who sells diamond rings and ship USPS priority for 49.99 to Russia and she has no problem receiving the item,so she still want me to ship her the ring.
sO I told her USPS priority intl insurance is only 400 dollars and my ring is 775,and if the other seller is charging 44.99 ,she is using a priority envelope and it is not trackable to Russia, add registered mail would be 12.50 ,add insurance would be more, hence 49.99 .
And Ebay and Paypal would not allow us to print shipping label to Russia anymore,it is per request from USPS,because there is just too much fraud doing business with Russia, for us the sellers ,for Ebay and Paypal and for the post office,UPS and Fed Exp.
Do you know there is a RUSSIAN who has claimed item not received 96 times and he is still allowed on EBAY!
I AM EXPECTING A NEG FROM HER.
I asked her to wiretransfer the money and I will ship her the ring, waiting to hear from her.

Ok,the other seller uses stamps.com where you can ship USPS and buy insurance up to 10,000 dollars ,she ships USPS priority express and subsidize what she collects and what she actually paid.
USPS Piroity Express is trackable online but no signature confirmation, but insurance would protect you in case of item not received.
STAMPS.COM is not free,a 4 weeks free trial and then 15.99 a month
