I had a listing that I launched over a month ago for 30 days with 5 available. I sold 4 of the 5 during the 1st listing.
I went to relist the item and didn't notice that it had reverted the quantity back to 5 at the time of relisting. Unfortunately, I oversold the item today. I contacted the buyer and refunded their payment. I also removed the item from eBay.
What bothers me about this is that when I make a correction to the listing, whether the title, description, shipping info, etc, it doesn't revert to the original listing when its time to relist.
Why would eBay assume I would want the quantity to revert to how it was originally listed? Makes no logical sense to me.
Now I risk a negative feedback for something stupid like this.

I rarely "relist" I use "sell similar" so that I can make changes. If I only have one left I many times raise the price.

Take Merrie's idea.
Shag,this is not the first time you whine about this quantity problem,some sellers who are selling new items,may want the orginal quantity as they reorder the same quantity with the supplier.
Of course there are many sellers who do not,as their goods could be remainders or remnants .

My issue in the past was regarding using inventory, which I do not use any longer.
I can make changes using relist as well, I just didn't catch that they changed the quantity. My point is that if I make changes to the listing while it is active, whether it is the title, description, shipping info, payment info, etc, eBay will keep that info on the relist. Unfortunately, it doesn't keep track of the remaining quantity.

why dont you ask Ebay,may be they will make the change?
I would think a seller wants to have more control over listing price and quantity when listing or relisting an item,so he would review the listing before he hits the relist button?
I know many sellers sell on more than one venue,he could have sold some outside Ebay like his own brick and mortar shop,AMZN,ETSY,ECRATER,CRAIGSLIST!
Also you can opt for auto relist,then your relisted quantity would be your current quantity,not the original quantity.

Exactly my point. Even when an item is auto-relisted it does not change the quantity available.
This item was re-listed with many other items together, not just by itself. Because everything else stays the same (even the quantity will in auto-relist), you would think that the quantity would too.

I have an Ebay shop and all items are autorelisted with current quantity,not original quantity,may be non shop items are treated differently?

you can either
-call Ebay and convince them to make the change to suit your needs.
-do as Merrie suggested,never relist ,always sell a similar item
-if you are using free fixed price listing,why not just make quantity=1,as soon as it is sold,relist .

Also, I was just listing some items that have not sold, taking advantage of a promo for free listings. This one includes 10 day auctions. Be very careful with the automatic relist. You will be charged for the upgrades that were free at the time of initial listing such as subtitles and 10 days. I think that is on purpose.

Clarification:
When you set the duration to Good Til Cancelled, it maintains the inventory properly even after the 30 day period expires and it is auto-relisted.
Example: Item listed with 5 available, sells 3, ends with 2 available will be relisted with only 2 available.
If you set the listing to 30 days (or less), it apparently reverts to the original quantity in the listing.
Example: Item listed with 5 available, sells 3, ends with 2 available will be relisted with 5 available when there are only 2 available.
In both instances, any edits to a listing while active will remain for the relisted item such as item description, shipping info, handling time, category changes, adding or removing photos, etc.
As I said, I can understand this being done when using their Inventory system, because it is template based. A template remains constant. However, an item that is just relisted should use the values it had in place when the listing ended, not when it began.

Both original quantity and current quantity are saved under your listing on Ebay data base,but the program treats GTC auto relist differently than the 30 days auto relist.
May be you should change your items to GTC auto relist,if you have a shop,it would only cost you a dime .
