This has been a big issue with the U.S. for almost 20 years now. Because the supply of fresh water is becoming a joke in the U.S. due to pollution, they have wanted us to run pipelines of fresh water to them, instead of cleaning up their lakes and rivers. The largest supply of fresh water comes from the Great Lakes. The U.S. was supposed to comply with a clean up effort to bring the lakes back to a healthy state by the year 2000. This never happened, although to be fair, Canadians didn't meet the compliance either.
If Bush was smart, he would realize that he has control to clean up his resources, rather than farming them out, leading to a lack of control.
