The pic's a fake. It's the latest WTC-related hoax making the rounds on the internet. The story goes that this photo was made from film inside a camera found in the rubble.

When I got it last week, in a fwd, fwd fwd fwd email, felt like replying to ALL what a tasteless thing this was.
The WTC does not have an outside observatory, and asking a guide there, they said its so windy on any given day, the mainentence people that did have to out there, are usually tied to something.

Speaking of photos, the FBI released photos of the 19 hijackers this week. I remember clicking to see them, expecting faces of evil to appear on the screen. But most of these guys looked like ordinary goofballs you'd see on the city streets. Some of them looked like college kids. Not a hint of "evil" in their eyes -- with one exception, Mohammed Atta, the guy who piloted the first plane into the Trade Center. But the rest ... by their faces you'd never guess what darkness lurked in their hearts.

If you check out the link, you'll see that the veracity of the photo can be refuted from many factual standpoints.

I have seen this one posted in other places it is a fake there are many ways of telling.
Frist the plane came in at an angle not level.
second the plane was comeing in around 400 to 600 MPH the plane is focused it should be just a blue streak.
The observation tower is tower 2 it was the second tower hit Where is all the smoke and dust from the frist hit.
The shadows are wrong for the time of day this would have been as well being that high up there should be more Sky the sky in the picture is to high up...
