It looks like it is cast iron, with stylized chickens on top. Does the cover come off as one piece...are the segment how large are what appear to be segments, how big is it in diameter?
Curiouser and curiouser!!

Thanks, Toke! it's about 5 inches across. Each of those little segments opens up. You unscrew the peacock in the middle and the lids will open. The bowl of each segment is not much bigger than your thumbnail, which made me think salt cellars, possibly.
But it's not cast iron. Look at the peacock in the center and you can see (not too well) that it is a pale golden color under the tarnish) The legs are tiny elephant heads on one elephant leg....wierd.

Is there any kind of burner?

If there ever was, I don't have it. But being so dark does make me wonder. Maybe it's some kind of incense burner?

Could it have held kohl or other cosmetics?

"Inkwells" was my immediate thought too when I first saw the image.

It is a antique Hindu pill-a-day dispenser.

The peacock on top looks to be Persian, especially with the bright color underneath.
Other than that...dunno.

I like gravid's suggestion! I can't put it up for auction until I figure out what to call it. What would be the title for the auction-'Thing-age and purpose unknown'? What category would that go under?

Wait a minute. I think I saw one of these at the International House of pancakes. They had a different jelly in each compartment.

We found it at a sale near the U of Texas campus. DH says it's an art class project gone awry.

At auction are you going to mention that one of those dragon heads with the phallic tongue handle thingies is broken off one of the covers?
Or are the crowing roosters with a hole shot through?

I don't think the handles are dragons, they look more like peacocks...preening their feathers. This makes me lean toward cosmetics as Nebula5 suggested.
Never seen anything like it, for sure.

Maybe you're supposed to set it on one of those old stoves and use it to poach eggs.

Yes, the more I look at it, I believe it was made to hold kohl powder or similar cosmetics. Do you see any residue or traces of color in the little containers?
The peacocks and paisley shaped containers seem Persian to me, not Indian.

Nah, gravid. I think I'll just post it like this and hope no one notices. Then I can always treaten them with negative feedback if they complain.
Makeup is possible, but all I see in the little bowls is tarnish. Another thought came to me though, and is similar. It might be where a painter kept the ground colored powders he mixed with linseed oil to make paint? Well, it sounds as plausible as a stink ball shooter
