I am very surprised to learn there is no way to "email" the DHS ... I do see we are all raised to high alert for our mass transit system as of July 21 ... doh. Wouldn't you think that in light of the recent bombings in the UK and Egypt, that the DHS and Defense Dept. would have an easy-rapid way for "alert citizens" to send them information about anything suspicious they see or hear? ...
I found out this dichotomy when I saw how well Scotland Yard communicated with their public this month, opening up various lines of communication and the 'citizens' helped them find the thugs. (... and of course those incredible camera systems thru the tubes and subways helped them a heck of a lot, too. Weren't those sumpthin' else!)
In late December, the year al-quida took down the Twin Towers, Pentagon, and oh so many lives, we were driving home to Ohio from Florida after spending xmas with family. While driving N thru Charlottesville, a big ol' pearl Cadillac goes passing us on our left. As it distanced itself ahead, I saw this man's vanity plate and just about jumped out of my skin.
It read, "JIHAD 1"
I wondered how in the world somebody could be permitted to HAVE such a license plate!, and i wonder if Dept. of Homeland Security would even think to check all the BMVs for vanity plates so provocative, and to please consider those people "suspicious" and to watch them like hawk.
Scary world.
Oh, ... and my point is, I think the DHS ought to have an online "tip line".

If you search for DHS sites you will get the info you are seeking. Here's the Fed one...but each state has their own too.
And I agree that the UK did a super job arresting the suspects so quickly. But remember they have been dealing with terrorists for decades too...while we're just setting up our HS departments.
As for as the higher alert goes...I believe it's only for our mass transit facilities....not the nation as a whole.
But on asking questions about a license plate....I'd think the DMV of whatever state it was issued in would be the place to ask.

Man are you ever dreaming. You have to understand that the politically correct definitions are mostly maintained by our ultra liberal friends. If the police are not allowed to cast a glance at a profusely sweating guy named Mohammed trying to get on a plane with a one-way ticket and no luggage in lieu of strip searching and detaining Brad Pitt, do you really think they could check vanity plates?
Before questioning things always check the pc manual. Sometimes it can be quite confusing. While you might normally think a bunch of 30yr old Arab "students" making "jokes" about bombings in a diner to annoy "bigoted" people should be taught a new kind of humour and laugh with the guy with the little mustache with the nickname and vanity plate of "HITLER", the OPPOSITE is true.
Homeland Security is an umbrella that coordinates the security organizations. If you see something, I would call the FBI. In the case of Great Britain, Scotland Yard is their FBI.

Yes DMV of the state should be notified that you find that plate offensive.
Here in Washington they will investigate and most likely would revoke the plate.
