Rusty here...
Just heard on the radio less than a minute ago...for the first time in 25 years, The Senate just entered closed session. The Republicans should be shaking in their shoes right about now.
Senate Goes Into Rare Closed Session
Tuesday, November 01, 2005
By Sharon Kehnemui Liss
WASHINGTON — The U.S. Senate prepared to go into closed session Tuesday after Democrats enacted a rare parliamentary rule forcing the shut down of the Senate so senators could speak in a classified session about the lead-up to the war in Iraq.
Senate Minority Leader Harry Reid (search) demanded the chamber be closed so they could hold a secret session that they say was prompted by "misinformation and disinformation" given by President Bush and his administration prior to entry into the war in Iraq.
In calling for the closed session, Reid of Nevada added that the decision was also prompted by the recent indictment of I. Lewis "Scooter" Libby (search), Vice President Dick Cheney's former chief of staff, on five counts of perjury, obstruction of justice and making false statements in the investigation into the leak of a CIA operative's identity.
"The Libby indictment provides a window into what this is really about: how the administration manufactured and manipulated intelligence in order to sell the war in Iraq and attempted to destroy those who dared to challenge its actions," Reid said. "As a result of its improper conduct, a cloud now hangs over this administration."
Libby was not indicted for revealing operative Valerie Plame Wilson's (search) name, but for not being forthcoming about where he learned her name and whom he told. The investigation is ongoing, however, Special Prosecutor Patrick Fitzgerald told reporters last week.
Republicans, who were clearly caught off-guard by the maneuver, called the move "gutter" politics. Senate Majority Leader Bill Frist (search) of Tennessee said the chamber was "hijacked" by Democrats.
"Once again, it shows the Democrats use scare tactics. They have no conviction. They have no principles. They have no ideas," Frist said. "But this is the ultimate. Since I've been majority leader, I'll have to say, not with the previous Democratic leader or the current Democratic leader have ever I been slapped in the face with such an affront to the leadership of this grand institution."
Senate Select Committee on Intelligence Ranking Democrat Jay Rockefeller said Democrats were promised by committee chairman Pat Roberts that oversight would be conducted on the war, but nothing has been done yet.
Durbin said Democrats want to discuss launching "phase two" of a committee investigation into whether Bush and the administration misused data to justify war in Iraq.
"The purpose of this closed session in the Senate chamber is to finally give the truth to at least the members of the Senate, to finally call to task the chairman of the Senate Intelligence Committee," said House Minority Whip Dick Durbin of Illinois.
A closed session is called when any senator demands one and a second motion is made. No vote is taken on whether to close the session. The last time a closed session was held was 25 years ago, Rockefeller said.
Republican Sen. Trent Lott, the former majority leader, said that the rule had been invoked two or three times under his tenure as majority leader, but only after a pre-arranged, negotiated discussion.
"This is not the way it has been done," Lott said. "We would never surprise each other ... This is very unfortunate for the Senate. It's not to say there isn't important information to be discussed ... but I'm astounded by this."
During a closed session, the chamber is shut to cameras, a security sweep is performed, and then Reid introduces a resolution calling for the launch of "phase two" of the intelligence committee's investigation.
"It is within the power of the majority to close down the closed session. They can do it by majority vote to return to the legislative calendar," Durbin said. "We're serving notice on them at this moment: be prepared for this motion every day until you face the reality. The Senate Intelligence Committee has a responsibility."

Once upon a time there lived a vain Emperor whose only worry in life was to dress in elegant clothes. He changed clothes almost every hour and loved to show them off to his people.
Word of the Emperor's refined habits spread over his kingdom and beyond. Two scoundrels who had heard of the Emperor's vanity decided to take advantage of it. They introduced themselves at the gates of the palace with a scheme in mind.
"We are two very good tailors and after many years of research we have invented an extraordinary method to weave a cloth so light and fine that it looks invisible. As a matter of fact it is invisible to anyone who is too stupid and incompetent to appreciate its quality."
The chief of the guards heard the scoundrel's strange story and sent for the court chamberlain. The chamberlain notified the prime minister, who ran to the Emperor and disclosed the incredible news. The Emperor's curiosity got the better of him and he decided to see the two scoundrels.
"Besides being invisible, your Highness, this cloth will be woven in colors and patterns created especially for you." The emperor gave the two men a bag of gold coins in exchange for their promise to begin working on the fabric immediately.
"Just tell us what you need to get started and we'll give it to you." The two scoundrels asked for a loom, silk, gold thread and then pretended to begin working. The Emperor thought he had spent his money quite well: in addition to getting a new extraordinary suit, he would discover which of his subjects were ignorant and incompetent. A few days later, he called the old and wise prime minister, who was considered by everyone as a man with common sense.
"Go and see how the work is proceeding," the Emperor told him, "and come back to let me know."
The prime minister was welcomed by the two scoundrels.
"We're almost finished, but we need a lot more gold thread. Here, Excellency! Admire the colors, feel the softness!" The old man bent over the loom and tried to see the fabric that was not there. He felt cold sweat on his forehead.
"I can't see anything," he thought. "If I see nothing, that means I'm stupid! Or, worse, incompetent!" If the prime minister admitted that he didn't see anything, he would be discharged from his office.
"What a marvelous fabric, he said then. "I'll certainly tell the Emperor." The two scoundrels rubbed their hands gleefully. They had almost made it. More thread was requested to finish the work.
Finally, the Emperor received the announcement that the two tailors had come to take all the measurements needed to sew his new suit.
"Come in," the Emperor ordered. Even as they bowed, the two scoundrels pretended to be holding large roll of fabric.
"Here it is your Highness, the result of our labour," the scoundrels said. "We have worked night and day but, at last, the most beautiful fabric in the world is ready for you. Look at the colors and feel how fine it is." Of course the Emperor did not see any colors and could not feel any cloth between his fingers. He panicked and felt like fainting. But luckily the throne was right behind him and he sat down. But when he realized that no one could know that he did not see the fabric, he felt better. Nobody could find out he was stupid and incompetent. And the Emperor didn't know that everybody else around him thought and did the very same thing.
The farce continued as the two scoundrels had foreseen it. Once they had taken the measurements, the two began cutting the air with scissors while sewing with their needles an invisible cloth.
"Your Highness, you'll have to take off your clothes to try on your new ones." The two scoundrels draped the new clothes on him and then held up a mirror. The Emperor was embarrassed but since none of his bystanders were, he felt relieved.
"Yes, this is a beautiful suit and it looks very good on me," the Emperor said trying to look comfortable. "You've done a fine job."
"Your Majesty," the prime minister said, "we have a request for you. The people have found out about this extraordinary fabric and they are anxious to see you in your new suit." The Emperor was doubtful showing himself naked to the people, but then he abandoned his fears. After all, no one would know about it except the ignorant and the incompetent.
"All right," he said. "I will grant the people this privilege." He summoned his carriage and the ceremonial parade was formed. A group of dignitaries walked at the very front of the procession and anxiously scrutinized the faces of the people in the street. All the people had gathered in the main square, pushing and shoving to get a better look. An applause welcomed the regal procession. Everyone wanted to know how stupid or incompetent his or her neighbor was but, as the Emperor passed, a strange murmur rose from the crowd.
Everyone said, loud enough for the others to hear: "Look at the Emperor's new clothes. They're beautiful!"
"What a marvellous train!"
"And the colors! The colors of that beautiful fabric! I have never seen anything like it in my life!" They all tried to conceal their disappointment at not being able to see the clothes, and since nobody was willing to admit his own stupidity and incompetence, they all behaved as the two scoundrels had predicted.
A child, however, who had no important job and could only see things as his eyes showed them to him, went up to the carriage.
"The Emperor is naked," he said.
"Fool!" his father reprimanded, running after him. "Don't talk nonsense!" He grabbed his child and took him away. But the boy's remark, which had been heard by the bystanders, was repeated over and over again until everyone cried:
"The boy is right! The Emperor is naked! It's true!"
The Emperor realized that the people were right but could not admit to that. He though it better to continue the procession under the illusion that anyone who couldn't see his clothes was either stupid or incompetent. And he stood stiffly on his carriage, while behind him a page held his imaginary mantle.

This is the statement by Reid...
This past weekend, we witnessed the indictment of I. Lewis Libby, the Vice President's Chief of Staff and a senior Advisor to President Bush. Libby is the first sitting White House staffer to be indicted in 135 years.
"This indictment raises very serious charges. It asserts this Administration engaged in actions that both harmed our national security and are morally repugnant.
"The decision to place U.S. soldiers in harm's way is the most significant responsibility the Constitution invests in the Congress.
"The Libby indictment provides a window into what this is really about: how the Administration manufactured and manipulated intelligence in order to sell the war in Iraq and attempted to destroy those who dared to challenge its actions.
"As a result of its improper conduct, a cloud now hangs over this Administration. This cloud is further darkened by the Administration's mistakes in prisoner abuse scandal, Hurricane Katrina, and the cronyism and corruption in numerous agencies.
"And, unfortunately, it must be said that a cloud also hangs over this Republican-controlled Congress for its unwillingness to hold this Republican Administration accountable for its misdeeds on all of these issues.
"Let's take a look back at how we got here with respect to Iraq Mr. President. The record will show that within hours of the terrorist attacks on 9/11, senior officials in this Administration recognized these attacks could be used as a pretext to invade Iraq.
"The record will also show that in the months and years after 9/11, the Administration engaged in a pattern of manipulation of the facts and retribution against anyone who got in its way as it made the case for attacking Iraq.
"There are numerous examples of how the Administration misstated and manipulated the facts as it made the case for war. Administration statements on Saddam's alleged nuclear weapons capabilities and ties with Al Qaeda represent the best examples of how it consistently and repeatedly manipulated the facts.
"The American people were warned time and again by the President, the Vice President, and the current Secretary of State about Saddam's nuclear weapons capabilities. The Vice President said Iraq "has reconstituted its nuclear weapons." Playing upon the fears of Americans after September 11, these officials and others raised the specter that, left unchecked, Saddam could soon attack America with nuclear weapons.
"Obviously we know now their nuclear claims were wholly inaccurate. But more troubling is the fact that a lot of intelligence experts were telling the Administration then that its claims about Saddam's nuclear capabilities were false.
"The situation was very similar with respect to Saddam's links to Al Qaeda. The Vice President told the American people, "We know he's out trying once again to produce nuclear weapons and we know he has a longstanding relationship with various terrorist groups including the Al Qaeda organization."
"The Administration's assertions on this score have been totally discredited. But again, the Administration went ahead with these assertions in spite of the fact that the government's top experts did not agree with these claims.
"What has been the response of this Republican-controlled Congress to the Administration's manipulation of intelligence that led to this protracted war in Iraq? Basically nothing. Did the Republican-controlled Congress carry out its constitutional obligations to conduct oversight? No. Did it support our troops and their families by providing them the answers to many important questions? No. Did it even attempt to force this Administration to answer the most basic questions about its behavior? No.
"Unfortunately the unwillingness of the Republican-controlled Congress to exercise its oversight responsibilities is not limited to just Iraq. We see it with respect to the prisoner abuse scandal. We see it with respect to Katrina. And we see it with respect to the cronyism and corruption that permeates this Administration.
"Time and time again, this Republican-controlled Congress has consistently chosen to put its political interests ahead of our national security. They have repeatedly chosen to protect the Republican Administration rather than get to the bottom of what happened and why.
"There is also another disturbing pattern here, namely about how the Administration responded to those who challenged its assertions. Time and again this Administration has actively sought to attack and undercut those who dared to raise questions about its preferred course.
"For example, when General Shinseki indicated several hundred thousand troops would be needed in Iraq, his military career came to an end. When then OMB Director Larry Lindsay suggested the cost of this war would approach $200 billion, his career in the Administration came to an end. When U.N. Chief Weapons Inspector Hans Blix challenged conclusions about Saddam's WMD capabilities, the Administration pulled out his inspectors. When Nobel Prize winner and IAEA head Mohammed el-Baridei raised questions about the Administration's claims of Saddam's nuclear capabilities, the Administration attempted to remove him from his post. When Joe Wilson stated that there was no attempt by Saddam to acquire uranium from Niger, the Administration launched a vicious and coordinated campaign to demean and discredit him, going so far as to expose the fact that his wife worked as a CIA agent.
"Given this Administration's pattern of squashing those who challenge its misstatements, what has been the response of this Republican-controlled Congress? Again, absolutely nothing. And with their inactions, they provide political cover for this Administration at the same time they keep the truth from our troops who continue to make large sacrifices in Iraq.
"This behavior is unacceptable. The toll in Iraq is as staggering as it is solemn. More than 2,000 Americans have lost their lives. Over 90 Americans have paid the ultimate sacrifice this month alone - the fourth deadliest month since the war began. More than 15,000 have been wounded. More than 150,000 remain in harm's way. Enormous sacrifices have been and continue to be made.
"The troops and the American people have a right to expect answers and accountability worthy of that sacrifice. For example, 40 Senate Democrats wrote a substantive and detailed letter to the President asking four basic questions about the Administration's Iraq policy and received a four sentence answer in response. These Senators and the American people deserve better.
"They also deserve a searching and comprehensive investigation about how the Bush Administration brought this country to war. Key questions that need to be answered include:
How did the Bush Administration assemble its case for war against Iraq?
Who did Bush Administration officials listen to and who did they ignore?
How did senior Administration officials manipulate or manufacture intelligence presented to the Congress and the American people?
What was the role of the White House Iraq Group or WHIG, a group of senior White House officials tasked with marketing the war and taking down its critics?
How did the Administration coordinate its efforts to attack individuals who dared to challenge the Administration's assertions?
Why has the Administration failed to provide Congress with the documents that will shed light on their misconduct and misstatements?
"Unfortunately the Senate committee that should be taking the lead in providing these answers is not. Despite the fact that the chairman of the Senate Intelligence Committee publicly committed to examine many of these questions more than 1 and ½ years ago, he has chosen not to keep this commitment. Despite the fact that he restated that commitment earlier this year on national television, he has still done nothing.
"At this point, we can only conclude he will continue to put politics ahead of our national security. If he does anything at this point, I suspect he will play political games by producing an analysis that fails to answer any of these important questions. Instead, if history is any guide, this analysis will attempt to disperse and deflect blame away from the Administration.
"We demand that the Intelligence Committee and other committees in this body with jurisdiction over these matters carry out a full and complete investigation immediately as called for by Democrats in the committee's annual intelligence authorization report. Our troops and the American people have sacrificed too much. It is time this Republican-controlled Congress put the interests of the American people ahead of their own political interests."

hopefully this will light a fire under the asses of the Republicans. For those neocons who support this administration it is about time for you to hold your elected officials accountable and put your "talking points" aside. For too long we have seen this Administration lie to the American people and it is time for them to come clean. You can hide behind your rhetoric, but the truth will come out one way or another. The behavior of this Administration is shameful, corrupt, and those who continue to promote this behavior show their true Anti-American colors.

I always address the issue....so that's just another lie from your mouth.
And this will end up with the liberals having EGG all over their faces. They're PANICED right now....and they're desperate.
There's nothing to discuss UNTIL we find out what went on in this closed door session. And it's NOT the first closed door session.....not that long ago you progressive/socialists were bitching about other meetings taking place behind close doors. You're memory is also un-reliable.

posted on November 1, 2005 01:44:17 PM new The Washington Note has a current report on the Closed Session and background about the delay and refusal to go forward with the investigation of the manipulations of intelligence and lies.
"At its core, this is about accountability -- Congressional accountability and White House accountability.
"Congress has a fundamental, constitutional responsibility to conduct oversight -- that's what checks and balances are all about – and we have utterly failed.
"My colleagues and I have tried for two years to do our oversight work, and for two years we have been undermined, avoided, put off, and vilified by the other side. Any line of questioning that has brought us too close to the White House has been thwarted.
"At some point the majority needs to understand that we are willing to bring the Senate to a halt until they will join us in conducting the kind of investigation this situation demands.
"The American people still want to know -- now more than ever -- why the United States went to war, whether they were misled, and whether our intelligence was misused.
"Whether these actions amount to crimes is not the litmus test for congressional oversight. Mr. Fitzgerald is investigating possible criminal activity by senior White House officials, and we won't and shouldn't get in the way of his work.
"But the American people deserve to know not just whether this Administration committed crimes, but whether this Administration told the truth -- the full truth, the straight story.
"And if they didn't -- if they misled about the war and if they misused intelligence, then the American people need to know that the Congress will do everything in its power the make sure that it never happens again."
Reid, Durbin, Rockefeller -- I salute all three. It's time to spend some political capital on this battle with the White House over the Iraq War and how we got into it.

so glad all you progressive/socialists/Bush haters are enjoying all this.
The meeting was about pre-war intelligence. Just like is being investigated...just like has been investigated...and now the dems are whining once again.
We had the same Iraq intelligence since the first Bush administration.....right through out the clinton administration and into the first 8-9 months of the Bush administration.
You ultra liberals will do anything....to TRY and discredit THIS administration for protecting our country.
What a shame you are. Against three administrations of intelligence that said saddam was a threat. And after 9-11....it was better we CONTINUED to take him as a threat....a THREAT even CLINTON said he was when he passed the "Iraqi Liberation Act" which called for saddams removal from power.
You're just fighting an old battle....and imo, again will have nothing to show for it in the end. Except just how anti-American some socialists/progressives really are.

Total BS, linda. Learn a little about what you are talking about and spend less time denigrating liberals and progressives. You write six sentences triple spaced with your dumb signature line and say NOTHING.
From The Washington Note.
The reason that Reid and Durbin have maneuvered the Senate into executive session is that Senator Pat Roberts, Chairman of the Senate Select Committee on Intelligence, has failed to move forward on "Phase Two" of a report on the use and abuse of Iraq WMD intelligence before the war. While the first phase focused on the CIA and intelligence bureaucracy's missteps on WMD intel, the second phase is supposed to focus more specifically on those in the White House and close to the President in the executive branch and how Iraq-related WMD intelligence may have been misused.
Senator Roberts has delayed and delayed and delayed. And Reid said no more.
But the other stroke of political genius here is that while Senator Frist is spitting on Reid and the Democrats, Reid has just successfully focused the spotlight BACK on Iraq, back on intelligence abuses, back on Patrick Fitzgerald and the Libby indictment.
Reid was ticked off after having had no consultation with the President regarding the nomination of Judge Samuel Alito to the Supreme Court.
Harry Reid, giving NO NOTICE to Senator Frist, has just kicked the Republican leadership and the White House in the rear -- and has done the nation a great service by making sure that our public attention is still focused on the mismanagement and serious abuses of the national security circumstances of the United States.
In sending the U.S. Senate into executive session, Senator Reid read from former State Department Chief of Staff Lawrence Wilkerson's talk at the New America Foundation as Wilkerson recounted the secretive process that took America into war against Iraq. Reid is arguing that Congress must play an oversight role over the Executive -- and that Congress is demonstrating no oversight responsibilities at all, particularly as regards the war.

I'll agree that the one reason you posted probably WAS the reason Reid decided to pull this stunt.
And it's CNN I'm listening to helen. THEY are questioning why Reid would take such drastic measures in shutting down the Senate for approx 3 1/2 ours.
The eggs going to AGAIN me on the lefts face. What snakes they are.
Too BAD if Reid was upset he didn't get a visit with the President before he nominated Alito. What a bunch of crying babies the dem leaders are. Waa Waa Waa.

yea, so rather than approach it on a grown up level, a level we would expect our elected representatives/Senators to do business.....they use this kind of garbage.
Well...it's the dem who will lose in 2006 and 2008 if they continue outrageous actions like this.
They only let themselves be seen for the fools they are...who shouldn't even be in these positons.

The intelligency committee leader, JUST NOW, said what Reid pulled was a political STUNT. That he was lying and that the Phase Two report was completed FIVE MONTHS AGO. So this is more lies from the dem leaders. Shameful....absolutely shameful they'd resort to this crap.
But their the one's who have egg on their face not.....not the leaders telling the public the truth.
Shouldn't be a surprise to anyone Reid would lie and imply phase two hadn't been completed...that they had NO answers...when it HAD BEEN discussed on a bipartisan level in the Intelligent committee meetings.

Linda, they have been working on the investigation since July 2004 and have been dragging their feet, refusing to go on to phase two...shaping or exaggeration of policy.
Call it a stunt if you want but the Democrats succeeded in establishing a deadline for both parties to report back in mid November on phase two.
posted on November 1, 2005 03:24:18 PM new
No helen.....phase two HAS BEEN COMPLETED....as of May of this year.
What this boils down to imo, is that the democratics weren't pleased that phase one didn't find anything to charge this administration with....NOR DID PHASE TWO.
And nothing more than a panel of six Senators were set up to give their report on this phase two COMPLETED report to the Senate. The report wasn't given back in May, when it WAS completed....because the dems were pissed it TOO had nothing pin on this administration.
So...this all boils down to this is just another childish act on the part of the dem party. A party that tried so desperately BEFORE the 2004 election to pin these same lies on this President. Didn't work THEN...rehashing it isn't going to work now.
The dems are just so disappointed that everything they've tried so hard to convict people in this administration of doing....HASN'T WORKED.
So now they continued today to make further FOOLS of themselves with THIS stunt.
And it was the leader of the Senate intelligence Committee who used that word to describe the BS the dems pulled today....on a REHASHED subject....
This President was re-elected and the Iraqi intelligence issue didn't matter to them....they still re-elected him. And it's NOT going to matter now. Especially if what Roberts said was true....that NOTHING in phase two report indicated we'd been lied to by this administration. NOTHING....get that NOTHING.
Another BIG disappointment for the dems. So many lately they've now resorted to interupting government business out of their total frustration.

Actually I find it a sad commentary on just where the Dumbocrats stand (in the shadows).
There will be a lot of grand standing tonight and tomorrow. They will all try to make themselves look the big shot...Elections in 3 years, you know, and no one in the party looks too good.

LOL helen....like I said....nothing more than rehashing old news.
And I do understand that no liberal here wants to hear BOTH sides.....you have presented yours, but you're ALWAYS unwilling to hear the other side.
I've already explained that Roberts said on the news today....that IS A LIE. And said the reason the report hadn't been presented to the full Senate.
But since you don't want to listen to WHY the Senate Intelligence Committee couldn't present it to the full Senate....then believe your lies. Don't be open to hearing both sides of the issue/story.
Nothing about that surprises me about your totally unreasonable bias.

I agree with much of what you've said, Colin.
With the exception that imo, this is just a little childs anger/frustration that he and his party [Reid and the dems] CAN'T pin a thing on this administration....no matter how many times they've tried.
Their frustration at being in the minority party is just something they haven't yet adjusted to....and it's showing loud and clear when they use these underhanded tactics.
And also, imo, this is about the 2006 elections....not so much 2008. They're afraid they're going to remain the MINORITY AGAIN.
And if they keep this crap up....they will for sure.
