I have some friends in Florida,they have all suffered losses due to the canes ,not to mention all the time and money spent on do it yourself evacuations.
these folks do not have a business or reasons that they must stay in Florida,so why dont they leave?
In once case,the lady is widow and has a huge house too big for one and now after wilma,she tallied up the losses,her out of pocket expenses would be 40k.
The other one ran 3 times last year and this year she is glued to the Tv set watching Katrina,Rita and Wilma and taking anti anxiety pills.
They all said they cant take it anymore,but why dont they move??
Oh,the reasons they gave is that they cant find any place just as cheap,you call this cheap?higher insurance premium is coming .
Are they hoping their house would be totaled and they would get a big fat check from insurer without paying any real estate broker commission??(house plus contents)

That may be so....but hundreds of thousands of people have lived there for a long, long time.
Just think about how you might feel...moving into a new area where you know no one...have no friends or family around you...maybe don't even know where the grocery store is located. That's a tough thing to do....especially for the elderly. It would be extremely difficult for them to be totally alone, imo.

Hwa - Some people fear the whole concept of a move. You have to figure that someone that has been in a given area is firmly entrenched in their comfort zone. they have friends in the area, they have community ties, they have memories tied to their home and the area. They have a daily routine that is based around their surroundings. To give all of that up. To walk away and into a new community where they have to create all of that over again can be frightening to many.
Personally I agree with you but I have what I jokingly refer to as "Locational ADD". When I reach that total comfort level, I start going stir crazy and looking for a new destination.
I'm willing to bet you that each of those people you mentioned know in their hearts that there is no logic in their decision to stay, it is a purely emotional decision

this is true,I notice the older folks in ninth ward of New Orleans,they know each other,they go about their business and they dont have credit card or wheels,and not enough cash to evacuate,what if money runs out,how do they make it back home?
Also it takes stamina and energy to run .

Sort of like the Californians you see on the news. In the summer you see them wailing and gnashing their teeth over the brush fires that take their homes. What, the acres of dead brush weren't there when they built or bought? They thought the government would put out the bad old fires before they caused any damage?? Then, they rebuild, and when the rains come the same homes slide off the hills with the mud. These people who refuse to get out of the way of acts of god, and who compound their stupidity by returning to the same place afterwards don't deserve a penny of public monies, as far as I'm concerned. Want to live in an area that has a documented history of natural disasters? On purpose? When there are other options open to you? Fine, god love ya, you shoulder the risk, don't ask the rest of the population to help make up for the fact that you're a fool.

Actually, the case of the folks here in California is based on a totally different thing, Prof.
Basically those folks are IDIOTS. No, it's not a case of them relying on the government to take care of them. I repeat: they are idiots.
Every damn year it is the same thing.
First come the fires. Now, these pea brains know that there are brush fires every year. They know that drought conditions (endemic to southern California) + extreme heat + uncut brush allowed to grow close to houses = disaster. I mean, come on, every year they see this equation in action.
So do they get rid of the brush growing close to their homes? Of course not. Remember: they are PEA BRAINS.
Second come the rains & mudslides. Every single damn year! So these pea brains are yearly witness to another equation: catastrophic brush fires + torrential rain = gigantic mudslides.
So do they prepare for the coming mudslides? Of course not. They are PEA BRAINS.
You can spot them on news broadcasts frantically scurring around in pouring rain trying to find & fill sand bags with which to shore up their property in the vain attempt to keep it from sliding down hills...
And the really AMAZING part of it all: these pea brains can be found every single damn year on national news shows showing complete amazement, surprise, and bewilderment that this is happening to them!!!!!! Not only that but you will never, ever hear a single news person or city, county or state official coming out and saying this truth to these pea brains.

As a rule, People dont like change. I've read somewhere that moving was one of the 5 most stressful things in a persons life.

Bunni - In defense of Californians I will say that they have learned the lesson of the dry brush around the homes. Depite all the fires this past year, very few homes were lost because people have finally learned the lesson. The really smart ones have Cleared brush AND installed sprinklers on the roof. As rof the rest... no arguement
Colin - I used to live with one of those that found it highly stressful. He became a complete bastard every time we moved, and we generally spent the first week in our new place not speaking. The last time we moved I swore I was going to hire movers and go to Vegas for the weekend if we ever moved again. We could just leave from one address and return to the new one.
In the end, the next move was one I did by myself. Last I heard he's still there.
