You mean like Medicade. It means some people don't have to pay for nothing and some people do without because they can't afford their bills and health insurance. I do payments with the doctor if he charges more than an office visit.

Medicaid is not universal healthcare,I would say being universal, implies everyone in the country gets it.
Like in Canada.
Immigrants would have to pay a premium for the first 9 years(??) they are in Canada, but is it free for the other Canadian?
In Hong Kong ,it is heavily subsidised by the govt, and where does the HK govt get their money?
From auctioning off land!
Does anyone know how it works in UK and Germany and Sweden .Norway etc?

Years ago we (US citizens) were visiting family in Toronto and one of us got sick. We were directed to a clinic across the street from our hotel, and there was NO CHARGE for the visit OR the medication.

How many years ago was that?
Years ago recently arrived immigrants dont have to pay any insurance premium, now they do for at least 7-9 years if I recall.
What I am afraid of is that in this country, universal health care would be like sending everyone to eat at the communal cafeteria,$2.89 for all you can eat and you know what kind of food you will be getting??

All one needs to do is LOOK at how well [cough cough] the gov. handled Katrina to KNOW how well it would ALSO handle our medical needs.
