Well, if Judicial Watch says it is so, then it must be so. Or, at least it was in 1996, the election year which was the focus of this article.

There's a story in there about how hand recounting is used to swing elections. I wouldn't put anything past these guys whether you like them or not. Fifteen years ago both Clinton and Gore would be in jail or at least on trial, not running the country into the ground.
