Just noticed that everyone who are now a verified paypal user, will be able to add a "Verified" logo and having the paypal server to prove he is a verified user that the buyer "will be protected against fraud under X.com's Buyer Protection Guarantee"
But do you know that even an unverified user is also "Verified"??
I tried that with my friend's email and he haven't confirm his bank account yet. Let's try to put an unverified user yourself to the page and see the result (replace [email protected]):

OK, now this guy is verified. As a buyer I'm now protected.
Let's try to pay him. First we login to our paypal account and select "send money". Enter the amount and the user's email (the one you replaced [email protected]) and hit "continue"

I think there is a bug that the system didn't actually check the user's status, instead it just check if the user's email is exist or not.
