Is there an OFFICIAL statement from eBay
on the new PayPal logos?

Not just "well, duh, they haven't said no". A real answer with a "
Yes, they are larger than our policy permits, but sincve you are PayPal, it's OK."

As I stated before, the logo size and information was cleared by product through Ebay before it was released and there was no dispute. However, if eBay asked us to change it, we would have to.

Ok,

Now the logos have been changed & no longer say verified. (only if you hover the mouse). So what's up now! I thought they were okay with eBay!

Hi,
Guys -- sorry, I goofed. (We are human, after all!) In order to respond to user demand for a special verified logo, we developed one that shows "verified" when a user "crawls" a mouse over it. We're also working with eBay to get approval for other "verified" logos, and it was one of those that we made available too early, due to a miscommunication we had with ebay. Sorry! Don't worry -- eBay has assured us that they won't strip anyone's auction over this, and we've made 100% sure that the new, current verified logo (with the crawl-over) that we just made available is eBay OK.

Sorry again about the miscommunication, and thanks for bringing this to my attention. X.com will continue to work closely with eBay to keep providing both our users with great services, and I will do everything in my power to keep everybody informed and up-to-date!

and it was one of those that we made available too early, due to a miscommunication we had with ebay.

Nothing unusual in this story. There may come a time when PayPal achieves "advanced amateur" status, but that time seems well into the future.

The large verified logos on some of my auctions were changed last night to this:

Although this new logo looks like 3 small ones that are compliant with ebay, when you right click on one of them you see that it is actually one large logo and is 250 x 50 pixels. Ebay allows only 88 x 33. Will this be changed before I get yanked?

It doesn't say verified when the mouse hovers over it but there is a statement above that says something about I am verified.
