There was a thread posted on the E-bay forum TODAY asking what the difference was between the business and premiere accounts. You replied TODAY saying:
"No difference. The designation is for those that register as a business (business accounttax id) or high-volume sellers (premier) that need business-like services. Functionality is one and the same."
Now, in your post responding to this mess you stated from the TOU:
""What type of activity do we classify as "business use"? Using PayPal to collect payments for goods or services sold on a corporate website, personal homepage, or other forum counts as business use. Auction sellers — both individuals who make it a full time job and those who sell on a recurring, part-time basis — are also engaging in business use."
Now, here's my question (and I think you know it's coming):
How can you be a "high-volume seller (premier) that needs business-like services if "Auction sellers — both individuals who make it a full time job and those who sell on a recurring, part-time basis — are also engaging in business use"??
I understand that the services, fees, etc are the same for both accounts, but isn't PayPal contradicting themselves by saying that you can be a high volume seller without being a business, but if you are a high volume seller, you are a business? Or am I just missing something here?

(Psst.... auctionee ... IMHO they're setting up two different kinds of accounts because the services offered on each will be different in the future. That's the way I'd do it if I wanted to offer more features to the Business accounts later on - split the herd now while it's easiest ...)

But if you sell on auctions you are, by PayPal's definition, a business...therefore you must have a business account and really don't have the choice of a Premiere account (because it is actually a fancy PERSONAL account)!
