"We have always said that PayPal would be free for person-to-person payments."

Again with that word "always". Originally "you" [meaning PayPal] didn't say ANYTHING WHATSOEVER about person-to-person payments vs. other types of payments. You simply said "PayPal is a FREE SERVICE for both buyers and sellers alike!" Period. The personal/business distinction was NEVER MENTIONED until this past June.

You changed your terms in June, breaking the original promise you made to induce people to sign up with your services. Suddenly, it's "PayPal is a FREE SERVICE for both buyers and sellers alike, but only if you're not a business". And now you have "refined" that further to say that a "business" is anybody "selling for a profit" [as opposed to what -- people selling at a loss?] Fine. things changed, whatever. It happens all the time, and you should consider a successful career in politics. But would please stop LYING about it now??? Enough with this "always" crap!

We also wanted to be straightforward and notify you that we're considering a new policy to enforce our terms of use. We hope we won’t have to, but if we do, we’ll strive to be fair and we'll be sure to announce the new policy through emails and content on our website at least two weeks before we implement it. Contrary to what has been reported on some threads, no policy has yet been determined; we have not decided on a specific transaction limit, or even whether this would be the best approach. We can say this: We don't intend to surprise anyone by automatically upgrading their account or shutting them down. We may have to limit costly functionality on Personal Accounts (like the ability to accept unlimited credit card payments), but everyone will have a choice, and as we’ve said all along, no one will be forced to upgrade.

Don't have a dictionary handy, Damon? Well, let me make it easy for you:

enforce v.t.: To impose (obedience, etc.) by force.

When you "enforce" a policy which REQUIRES certain people to do something, you are "forcing" those people to do that thing. You want to change your terms whenever you want? Go right ahead. You want to force people to upgrade to a business account if they fit your description of a "business"? That's your right.

BUT STOP LYING TO US ABOUT IT!!!

Your terms require certain people to upgrade to a business acount, and you are "considering" a way to "enforce" your terms. Which is to say you plan on forcing people to upgrade. But then, a few sentences later you have the gall to repeat for the umpteenth time that you DON'T plan on forcing anyone to upgrade.

Next time, Damon, at least have the decency to put these sentences in separate paragraphs so it's not QUITE as obvious that you hold us and our intellects in such utter contempt.

Why is it that people never seem to learn from history?

PayPal has a lot of value to users.

They made a mistake.

All they have to do is say they made a mistake, take corrective action and move on.

I planned to upgrade service. It seems like a bargain to me for my needs.

Now they want to prove that they are right and we are all mistaken.

Of course they keep changing what it is they say they said, meant, now mean, felt we should have known and want us to agree was clear from the beginning.

Printed guidelines on the pop up screen said one thing, PPD says another, phone calls get a third answer and whatever is the final answer is to be believed as what we all should have know before. Nice try.

I don't think James Carvell would even try talking his way out of this one.

The mistake annoyed me. Now they're making it personal. Either we are all stupid or they are lying.

There was no need to take it to this point but if that's the issue they want to argue so be it.

PPD your lying to us. You say we are wrong. Guess we have to get government officials in to make a decision and ask everyone connected like AW, OTWA, Visa etc. to take a look and form an opinion.

This isn't a conflict users wanted nor asked for but I don't think it is one they will walk away from either.

PayPal's stubborn attitude and unwillingness to listen to the majority of their users (Auction sellers) will spell the end of their company.

PayPal, go ahead and keep saying "We're right, the customers are wrong." There's no quicker way to close up shop.
