OK, so this is a small sample. But this past week I've bought 2 items on ebay and have paid via PayPal. I asked both sellers what they think of the issue of sellers needing to upgrade to business accounts and pay fees.
Both said, "huh?"
Also, I have a friend at work who, like me, is a small time seller on ebay and a PayPal user. She had never heard of the "new policy" either.
We are all just swimming along, singing our song.
I suggest that when (if?) PayPal figures out how they are going to define a "business" and what will be the repercussions of not upgrading, they send email to their members. The word is not getting out to everyone
