I posted this in the Ebay Outlook but maybe it really belongs in here.
If PayPal won't let you close your account even if it is empty, this is how you can handle it:
1) Remove any credit cards and bank accounts from the PayPal account.
2) Register for a free email address using garbage characters such as [email protected].
3) Register this email address with PayPal and confirm it. Don't use this email address for ANYTHING else. Just forget about it.
4) Remove any other email addresses from the PayPal account leaving only the new one registered.
5)Forget that the PayPal account even exists. No one will be able to send money to it unless by some stroke of luck they can guess the garbage email address which is highly unlikely.
6) Tell your bank not to allow any further ACH withdrawals from your bank accounts. Tell your credit card company that any attempts to place a charge to your credit card from x.com/paypal.com/confinity are unauthorized.
7) You're done.
If PayPal wants to do business this way fine. Leave them with a dead account wasting their server storage space.

Why go through all that? PayPal won't allow you to add a credit card to their site as it's feature is down anyways. The joke really is on them.
