Hello. Well, the nightmare continues. I have repeatedly told Paypal to refund the bogus claim of non-delivery. It's been five days since their last "do you want us to issue a refund?" email. Still nothing.
I live right next door to Palo Alto. If anyone knows the physical address of Paypal, please post it or email me at [email protected]. I'm through waiting for Paypal to get off my money. This is a $15 dispute over a lost package.
It's time to get proactive. Paypal only gives a box office number on their web site. No phone number or street address. Help me out here and I will go down there in person and rattle some cages.

I think you might be using the wrong approach. I see a receptionist asking who you'd like to see and then getting a real confused look on her face. I wonder how it would work if I showed up at the office of my credit card issuer complaining of a unauthorized bill.
Please post the outcome, I'm curious but not optimistic on your approach.

Credit card issuers are regulated. PayPal specifically asserts they are not a bank, not regulated, and are therefore free to impose any policy or practice they want upon accountholders, including violating their own terms of service, and interfering with a credit card holders "chargeback" rights.
