If my PayPal balance is zero, and soemone sends me $0.01, will PayPal still charge me $0.30, and my balance is -$0.29? And under this circumstance, will PayPal directly charge the $0.29 from my bank account if I am verified?
Maybe unrealistic, but really want to know how PayPal handle it.

In the past, payments under a certain $ amount didn't warrant a fee. However, I'm not sure with the latest fee change. I hope not, because I refunded a customer $0.10 overpayment from my account balance before I thought about the fact that it might end up costing her $.30.
