i finally updated to the new sales mgr pro (I am always afraid until the kinks get worked out)
anyway- i set my default preferences to use US insurance " optional " with cost "calc " where it will use the carrier rates for usps (where it changes for the higher winning bid prices over $50 , over $100 etc. which i dont know before the auction goes on )
however , when i am in sales manager pro - it wont let me complete the auction i am working on and click " ok" to exit that auction ....
on the insurance tab/page - it says "optional" & it says " leave blank to calculated rates from prefernces"
but the program won't let me exit that auction without entering some insurance value comes back saying " Warning!
Please select a valid insurance amount to use with eBay fixed shipping. "
( once i have determined the weight - I enter shipping rate for that auction - I have priority mail preset - and I enter the rate) and it does not change unless customer has won multiple auctions and I personally do a combined s&h invoice for them on the ebay site )
so i have been entering $1.35 which is the base rate -but then when customer wins the auction - it only shows up the $1.35 on the ebay invoice site and when they win an expensive auction - they are not seeing the higher optional rates available to them for larger ticket purchases ( and when they send the paypal thru the ebay invoice site - it only comes thru with the $1.35 which causes a big problem)

Your not doing anything wrong, its just that when you list fixed shipping costs and are setup to display the shipping costs to eBay as well - then eBay wants a fixed insurance cost to go along with it.
It doesnt make sense, but thats how they have it setup currently. The only workaround to keep it setup the way it is for insurance would be to disable the preference to display the shipping costs for the eBay checkout (but I wouldnt suggest it, as eBay will then say 'see item description' on the search pages.)
Typically its best to just list a fixed cost to use for insurance instead, but if you want to disable the eBay shipping section you can do so via the eBay item specifics tab by clicking on the 'payment instructions and details' button.
