We would suggest editing your 'Checkout Process Welcome Message' to indicate that your buyers *must* enter their confirmed PayPal email address while completing the checkout process.
The Checkout Process Welcome Message be the message displayed as buyers begin the checkout process, either via clicking the link in a WBN email, or by viewing their cart while shopping at your store.
