I recently got boned, by a, "verified" seller, for a camera to the tune of $1300.00
I paid thru paypal on visa,
I filed a claim with paypal immediately, but I am getting the thirty day line.
after reading all the posts here I can expect paypal to do nothing. As I did not recieve the merchandise, will visa hold paypal liable and give me my money back through a chargeback?

You always have the right to initiate a chargeback through your credit card issuer if you have paid for an item with your card and not received the goods. Each card issuer has it's own rules and limits, so you should contact your card issuer right away and find out what their rules are, and, if necessary, initiate your chargeback for non-receipt of goods.

Hi kazooclown,
I did respond in another post about this issue, but you do need to file a Buyer Complaint before filing a charge back. We will attempt to recover the money on your behalf and the period is 30 days (the seller has the ability to refute the claim).
This does not remove your charge back rights (most credit card companies allot 60 days to file a charge back).
