I am trying to pay a seller and just got denied twice, each time from a different bank account (both verified). I have a current Paypal balance of about $32 and want to make a payment of $89.50 with the rest of the money coming from one of my bank accounts.
It's like I'm on some kind of restriction or something, and it's pissing me off. Both bank accounts have way more than enough money to cover $57.
I just got done going through the nightmare process of restriction removal and now this crap. It's unbelievable. I have a Premiere Account now so Paypal is making money off my auctions, I have two Verified bank accounts, they have a copy of my drivers license, a credit card bill, what the hell else do I need to give them in order to use the service?

How's this for answering your own question? I think I figured it out, based on info from some other posts I've read. I think that when you do an Instant Transfer from your bank account, they actually place a hold on your Primary Credit Card for that amount. Is that how it works? Damon?
If that's the case, then I can see why it happened, because the card listed as my primary is about $30 under the max. I wish they'd let you know that's how it works, as I thought as long as there was plenty of dough in the account I was cool.
Now I'm afraid to do the friggin transaction because I've been denied twice and don't want to deal with that restriction nightmare again...
