Is this something new? I thought personal accounts could receive unlimited funds so long as they were not credit card payments. I understood the $100 limit to be on credit card payments only.

yes, confusing to english language users.
On first glance the typical consumer would not assume that he becomes a business upon receiving $101 dollars from a cc user.
PayPal definition is legitimate, but it should be made straightforward for consumers not interested in becoming a business account that there are fees when you accept more than $100 in cc payment.
